City of Roseville - Planning Commission Minutes for August 2, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0802.htm <br />Motion: Member Bakeman moved, seconded by Member Roe, to RECOMMEND APPROVAL of a <br />CONDITIONAL USE PERMIT to allow the construction of a showroom addition and other site/structure <br />improvements for Roseville Chrysler, 2805 Highway 35, based on the findings of Section 5 and AMENDED <br />conditions of Section 6 of the project report dated August 2, 2006; as amended with language in Section <br />6.1(a) increasing the square footage of the showroom addition from an overall size of 2,500 to 2,680 <br />setback a minimum of 5 feet from the south property line (adjacent to the Walser GMC Pontiac <br />redevelopment) [and will include curb islands to help with aesthetics and storm water management.]; <br />for placement of islands to accommodate circulation and storm water management on the site and the <br />entire plan as modified.]; with language in conditions 6.1(b), (e), (f), (h), (i), and (j) remaining as submitted <br />by staff. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br />c.Planning File 3782: Caribou Coffee (Jeff Johnson) in cooperation with Jane Knutson (property owner) <br />request for a CONDITIONAL USE PERMIT to construct a drive-thru window on to the south side of the <br />multi-tenant structure at 2111-2115 Snelling Avenue. <br />Chair Traynor opened the Public Hearing. <br />City Planner Paschke reviewed the Conditional Use Permit request of Jeff Johnson, Caribou Coffee franchisee, to <br />install a drive-thru window along the south side of the structure at 2111 Snelling Avenue. Mr. Paschke noted that <br />Mr. Johnson had entered into a lease of the former Casual Living furniture store at the site, and wished to convert <br />the space into a 2,644 square foot Caribou Coffee; with the remaining space to be leased to another tenant. Mr. <br />Paschke noted that the specific request sought to utilize the existing southern drive lane and install a window for <br />drive-thru order/pick-up purposes. <br />Mr. Paschke reviewed zoning; permitted uses; alignment and access for the site; on-site parking; and <br />DRC-recommended modifications to the site to better facilitate a one-way drive-thru, striping for on-site parking, <br />and direction signage for directing customers and achieving effective traffic flow on the site. <br />Mr. Paschke further reviewed landscaping and design standards; site amenities (i.e., detached storage; <br />trash/recycling; fencing; shrubbery; and screening); pending review of the existing joint access road easement; and <br />contiguous property alignment and compatibility. <br />Based on comments in Section 5, findings of Section 6 and conditions in Section of the project report dated August <br />2, 2006, staff recommended approval of the CUP to allow installation of a drive-thru service window. <br />Discussion included access to and from the property and frontage road alignments and related traffic movements; <br />turn radii and vehicle stacking. <br />Jeff Johnson, Applicant <br />Mr. Johnson reviewed potential conflict points and traffic control issues and concerns on the site; improved <br />drainage on the site; and expressed his willingness to work with staff on the conditions outlined in the staff report. <br />Mr. Johnson noted that Items D and E of the staff report would need to be addressed specifically by him and the <br />property owners, and asked that the responsibility not be assigned to Caribou Coffee. Mr. Johnson advised that <br />negotiations were ongoing regarding dumpster sharing with other property tenants; screening; and the existing <br />storage shed; and reiterated his flexibility in working with staff and their recommendations. <br />No one appeared for or against. <br />Chair Traynor closed the Public Hearing. <br />Motion: Member Bakeman moved, seconded by Member Doherty, to RECOMMEND APPROVAL of a <br />CONDITIONAL USE PERMIT for Caribou Coffee (Jeff Johnson) allowing the installation of a drive-thru <br />window at 2115 Snelling Avenue, based on the comments in Section 5, findings of Section 6, and the <br />REVISED conditions in Section 7 of the project report dated August 2, 2006; amended as follows: replace <br />12 of 152/6/2007 11.13 <br /> <br />
