City of Roseville - Planning Commission Minutes for September 6, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0906.htm <br />Mr. Boryczka read what he identified as past correspondence from Mr. Mueller (no copy available) regarding the <br />the scenic and rural atmosphere of the properties, and decreased property values if improvements were made. Mr. <br />Boryczka alleged that Mr. Mueller appeared to have changed his opinion, now that improvements worked in his <br />best interests. Mr. Boryczka spoke in opposition to the proposed development, citing the elimination of trees, <br />increased traffic, destruction of the nature of the neighborhood, and lack of ability of Acorn Road to support <br />additional lot splits. <br />James Kilau, 2225 Acorn Road (adjacent property to N) <br />Mr. Kilau spoke of Acorn Road, the improvements, and his support of those improvements, while noting the narrow <br />width of the roadway and nature of the curving street; and spoke in opposition to the development, stating his <br />preference for preserving the uniqueness of the area and character of the neighborhood. Mr. Kilau further opined <br />devaluation of adjoining properties. <br />At the request of Chair Traynor, Ms. Bloom addressed potential future improvements to Acorn Road; <br />narrower than other streets, Acorn Road can handle the same traffic volume as any other two-lane street in the <br />city. <br />Vivian Ramalingam, 2182 Acorn Road <br />Ms. Ramalingam expressed her concern about the loss of old growth trees and natural habitat along Acorn Road <br />with this development; and asked what provisions the City had made to supervise removal of mature trees, and <br />replacement of such, in light of mature trees removed at the nearby Masterpiece Homes development. <br />inventorying and monitoring trees on site via the PUD permitting processes; and limitations of staff when private <br />property is involved, rather than on public rights-of-way. <br />Ms. Ramalingam spoke in support of additional systematic policies for tree preservation within the community, <br />such as a tree preservation ordinance. <br />Mr. S. Ramalingam, 2182 Acorn Road <br />Mr. Ramalingam spoke in opposition to the project, and concurred with the need for the City to better monitor tree <br />preservation, and that strict consequences should be enforced for noncompliance. <br />Mr. Ramalingam further addressed refuse containers on the private roadway, access of refuse haulers and if the <br />private road width were adequate; mailbox locations on the private road; snow removal and storage; and street <br />parking and safety issues. Mr. Ramalingam expressed further concern regarding the good faith intent of the <br />developer in moving the house, preserving trees, and allowing for moving of the existing structures, creating the <br />need to remove more trees that originally intended. <br />Gary Boryczka <br />Mr. Boryczka sought assurances that once the existing home was relocated, that it would be a requirement that the <br />home was placed and lived in immediately, not sitting vacant. <br />Mr. Paschke noted that, it would not be unusual in this type of development to have several homes under <br />construction at one time, and that often the perception was that nothing was being done, when in fact, utility <br />extensions, grading, drainage plans, and other standards of development were being completed prior to additional <br />structure construction. Mr. Paschke noted that staff would discuss how to best stipulate and monitor construction <br />phases on the site. <br />George LeTendre <br />Mr. LeTendre reiterated his opposition to the City allowing a private roadway; his preference for three (3) lots all <br />fronting Acorn Road rather than the proposed four (4) lots; and his preference for keeping the nature of the area <br />and preserving trees, rather than overbuilding the area. <br />Mr. Mueller <br />Mr. Mueller advised that he had considered three (3) rather than four (4) homes, but that the road would have been <br />too long with that legal lot size configuration. <br />Chair Traynor closed the Public Hearing. <br />preliminary review, he had expressed concerns about the nature of the development and changing the character of <br />3 of 102/6/2007 11.15 <br /> <br />
