City of Roseville - Planning Commission Minutes for September 6, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0906.htm <br />Chair Traynor noted that additional discussion may be prudent for the Commission to seek recommendations from <br />staff as to how to monitor and observe the development process throughout the various phases. <br />Mr. Paschke noted that staff had tree preservation plans in place with plans proposed and rationale developed for <br />which trees to preserve, which to replace, and which to remove. Mr. Paschke further noted that the City had codes <br />in place to require fencing to protect drip lines and other provisions in the planning and inspection processes or <br />within the engineering department, along with addressing public observations of any areas not in compliance, or <br />where questionable practices may be observed, and staff then making additional on-site inspections. <br />Chair Traynor suggested that Mr. Ewald provide considerations to staff, (i.e., buffers, preservation, types of trees <br />and sizes, quality of trees, etc.). <br />Mr. Wiley advised that there was more value to the developer to preserve trees, rather than clear cutting the <br />development area, and that the neighbors and developer had common interests; while recognizing that a private <br />property owner had legal rights for their personal property if meeting City codes and regulations. <br />Kenneth Klutzke, 458 Woodruff Avenue <br />Mr. Klutzke commented on the steepness of the area and ditch; and type and amount of fill intended. <br />Mr. Johnson noted that the developer had to meet the requirements and standards of the City, depending on the <br />characteristics of the land, grading requirements, and soil boring information as to soil types and compaction <br />requirements. <br />Ms. Bloom noted that the development was in the preliminary stages at this time; and a Public Improvement <br />Agreement would be put in place to outline the City requirements for building the road and balancing the site, while <br />ensuring stable footings and foundations for the proposed homes. <br />Ms. Bloom noted that she had served as the Design Engineer for Reservoir Woods and Trail, and had a vested <br />interest in preserving that area; further noting that she and Mr. Paschke would continue to monitor the <br />development. <br />Chair Traynor closed the Public Hearing. <br />Commissioner Discussion included the species of many of the trees on site (i.e., Cottonwood, Box Elder, Siberian <br />Elm, and Poplar) and given their invasive and nuisance species, whether they should be preserved or replaced. <br />MOTION [8.1]: Member Bakeman moved, seconded by Member Wozniak, to RECOMMEND APPROVAL of <br />single-family residential lots from the 2.20 acre parcel formerly platted as Lots 14-21, Block 4, Rolling <br />Green; based on the information in Section 4, the findings in Section 5, and the conditions of Section 6, of <br />the project report dated September 6, 2006; and amended to add to Condition 6.1 that the applicant must <br />submit a tree preservation AND REPLACEMENT Plan; and also address the buffer of trees near the <br />Reservoir Woods trailhead. <br />Chair Traynor spoke in support of the plan; opining that it seemed consistent with the character of the <br />neighborhood; and expressed his personal interest in the tree buffer being retained along the pathway. <br />regarding the species of trees and need to detail types in the inventory; and further supported the retention of the <br />buffer around the trailhead. <br />Mr. Paschke sought clarification on the intent of the Commission regarding Tree Replacement as discussed <br />of trees, sought more detailed definition of the criteria to be used by staff in determining what their advocacy <br />position should be related to quantity and quality of tree preservation and replacement conditions. <br />Neighborhood had an association looking for opportunities for community involvement, that they consider working <br />helping the area develop and, if interested, participate in a quality tree replacement plan under the direction of City <br />staff. <br />Dedication fee could be used for reforestation. <br />7 of 102/6/2007 11.15 <br /> <br />
