City of Roseville - Planning Commission Minutes for September 6, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0906.htm <br />Mr. Stark opined that he would advocate that the technical aspects of the Comprehensive Plan Update be <br />completed by 2008. Mr. Stark noted that technical updates would be made annually, while continuing to go through <br />the process to amend the Comprehensive Plan, and at the same time, advocating for the best Comprehensive <br />Plan that can be put together for the community and noting that time is of the essence; and his intent to continue <br />moving forward until a barrier was erected. Mr. Stark advised that he would continue advocating to the City <br />Manager and City Council for funds, and if it became apparent funds were not available, then he would implement <br />Further discussion included work to-date by other advisory commissions on their Systems Statements; visioning <br />process subcommittees and how their work may translate into the Comprehensive Plan at a later date; and the <br />need to continue aggressively pursuing the Update. <br />Mr. Stark recognized the work of City Planner Thomas Paschke, noting that he had asked Mr. Paschke to list out <br />the technical issues needing updating and what staff and the Commission needed to do to accomplish the task. <br />Chair Traynor advised that, at the next meeting, Commissioners would be seeking a clear perspective from staff <br />related to what they envision for immediate work on the Comprehensive Plan Update; if the proposed Work Plan <br />visioning process and overall Plan Update; staff input for an aggressive approach; and defined participation and <br />Plan. <br />Motion: Member Bakeman moved, seconded by Member Doherty, to carry over discussion of the <br />Comprehensive Plan Update Process to the next meeting. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried: 5-0 <br />6.Information and Reports <br />a.Tree Preservation and Replacement Plan <br />Chair Traynor requested staff input on options to consider related to tree preservation plans and enforcement of <br />Discussion included the broader issue of a Tree Preservation Ordinance as it related to all properties, not just for <br />specific new development, and subsequent requirements and enforcement; whether Roseville should have such <br />an ordinance and whether there was City Council support for such an ordinance; lack of specificity in Current City <br />Code 703 and lack of an enforcement mechanism; and conditions of permit approval and relationship to issuance <br />of building permits. <br />the City for enforcement. <br />Mr. Stark noted that, with staff time already at a premium, reviewing tree preservation plans of other cities would <br />be an appropriate intern project. <br />Commissioner Wozniak suggested the National Arbor Day Foundation as a valuable source of information. <br />b.Staff Appreciation <br />meeting.
