Planning Commission Meeting <br />Minutes – Wednesday, December 06, 2006 <br />Page 2 <br />respect and reasonable discussions, their trust among members for what was best for Roseville, <br />and he thanked staff for their assistance and diligent and committed work to benefit the City. <br />Chair Traynor encouraged commissioners and staff, as well the listening audience, to continue <br />their diligence in implementing the visioning process and Comprehensive Plan update for the <br />future of the City; and to be optimistic and hopeful in “thinking big once in a while” by taking <br />advantage of opportunities; perhaps making Roseville a metro-leader in sustainable energy <br />efficiency, light rail in the eastern metropolitan area, or to have the best inter-generational <br />community facility in the metropolitan area. Chair Traynor concluded his comments by opining <br />that the City of Roseville had a lot to offer; and he vowed to work together toward making it even <br />better, noting that the Planning Commission would be an integral part of the process. Chair <br />Traynor looked forward to working toward those goals in different capacities. <br />5. Public Hearings <br /> a. PLANNING FILE 3795 <br />CONDITIONAL USE PERMIT in accordance with Roseville <br />Brian Ash seeks approval of a <br />City Code, §1013 <br />, to allow the construction of a 908-square-foot accessory structure at 2550 <br />Snelling Curve. <br />Chair Traynor opened the Public Hearing at for Planning File 3795. <br />Associate Planner Bryan Lloyd reviewed the request of Mr. Ash to construct a 908-square- <br />foot detached garage. Mr. Lloyd noted that pursuant to City Code, §1004 (Residential <br />Districts), a Conditional Use Permit (CUP) is required for an accessory structure of this size. <br />Mr. Lloyd noted that City Code limits the size of an accessory structure to 864 square feet, <br />however Code allows for a larger structure (up to 1,008 square feet) with a CUP. <br />Staff recommended approval of the CONDITIONAL USE PERMIT, pursuant to Roseville City <br />Code, §1013.01 (Conditional Use Permits), based on comments and findings outlined in <br />Section 7, and subject to the conditions detailed in Section 8 of the project report dated <br />December 6, 2006. <br />Applicant <br />The applicant was in attendance, but had no comment, and the Commissioners had no <br />questions of the applicant. <br />No one appeared for or against; and Chair Traynor closed the Public Hearing. <br />MOTION: <br />Member Doherty moved, seconded by Member Roe, to RECOMMEND APPROVAL of <br />the CONDITIONAL USE PERMIT, for Brian Ash, 2550 Snelling Curve, to allow the <br />construction of the proposed 908-square-foot accessory structure, based on <br />comments and findings of Sections 5 and 6, and conditions detailed in Section 7 of the <br />project report dated December 6, 2006. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />Chair Traynor advised that the case would come before the City Council on January 8, 2007. <br /> b. PLANNING FILE 3799 <br />Twin Cities Co-ops Federal Credit Union, in conjunction with Denny’s Realty, LLC, seeks <br />CONDITIONAL USE PERMIT <br />approval of a to redevelop the 1880 Perimeter Road site from <br />a Denny’s restaurant into a financial institution with drive-through banking facilities. <br /> <br />
