Planning Commission Meeting <br />Minutes – Wednesday, December 06, 2006 <br />Page 3 <br />Chair Traynor opened the Public Hearing at for Planning File 3799. <br />City Planner Thomas Paschke reviewed the request of Twin Cities Co-ops Federal Credit <br />Union, in conjunction with Denny’s Realty, LLC, seeks approval of a CONDITIONAL USE <br />PERMIT to redevelop the 1880 Perimeter Road site from a Denny’s restaurant into a financial <br />institution with drive-through facilities. <br />Mr. Paschke advised that the proposal calls for the construction of a single-story, 4,500- <br />square-foot financial institution with an eastern entry and a four-lane drive-through along the <br />south side, with parking provided along the north and east periphery and adjacent on the <br />west, east and north sides of the structure. Mr. Paschke addressed the pending approval of a <br />grading/drainage plan from the Rice Creek Watershed as well as the Roseville City Engineer; <br />utility plan review and approval, signage, and staking related to access points, drive lanes <br />and parking stalls and overall traffic flow of the site. <br />Discussion included impervious surface area meeting City Code and Rice Creek Watershed <br />District requirements and reviewed during the permitting process, potential for expanded <br />parking available on the west side, depending on use and configuration of the site; signs <br />meeting City Code under a separate permit process; and adequate sizing of the trash <br />receptacle. <br />Staff recommended approval of the CONDITIONAL USE PERMIT for Twin Cities Co-Op <br />Federal Credit Union, allowing redevelopment of the existing Denny’s, 1880 Perimeter Drive, <br />into a 4,500 square foot financial institution with multi-lane drive-through banking facilities; <br />based on the comments in Section 5, findings of Section 6, and subject to the conditions <br />outlined in Section 7, of the project report dated December 6, 2006. <br />Applicant <br />Cindy Hartley,2025 Larpenteur Avenue W, Falcon Heights, MN, Representing Twin <br />Cities Co-ops Federal Credit Union; and Ed Muehlberg, Architect, 19200 Broadmoore <br />Drive, Eden Prairie, MN <br />Ms. Hartley advised that, while the site plan submitted shows a building of 4,500 square feet, <br />she requested approval by the Planning Commission under this CUP application for sizing <br />the site and parking requirements for a building of up to 6,000 square feet as a worst case <br />scenario. <br />Mr. Paschke advised that, as long as the applicant understood that they’d be held to all <br />applicable Code requirements and conditions of approval, staff would support a 6,000- <br />square-foot building; and would make modifications to the application as it made its way to <br />the City Council for review and consideration. <br />Mr. Muehlberg requested consideration of extending the CUP to twelve (12) or eighteen (18) <br />months to obtain a building permit to allow for additional land acquisition and planning. <br />Mr. Paschke advised that staff would be amenable to supporting a one (1) year modification, <br />pending City Council approval, but would not be comfortable with a longer extension. <br />Commissioner Doherty suggested an additional extension, with City staff approval. <br />Commissioner Bakeman supported one (1) year, rather than six (6) months. <br />Commissioner Boerigter noted that the applicant would need to meet current City Code at the <br />time of building permit application, which may not be the same as at the time of the CUP <br />approval. <br /> <br />
