Mr. Lloyd noted that when the house was originally constructed in <br />1966, it was 18’ from the property line adjacent to Woodruff Avenue; and that a <br />review of historical records indicated that a “minor variance” was granted in 1978 for <br />the attached garage to within 19’ of the property line. <br />Mr. Lloyd reviewed City Code requirements; and the encroachment of the proposed <br />awning further toward the front lot line, staff opined that the proposed awning would <br />not appear to add building mass closer to the street, but would serve as an <br />architectural element to soften the visual impact of a two-story wall facing the street. <br />Staff recommended approval of the request for a 16-foto front yard setback <br />VARIANCE to allow construction of a 4-foot awning above the overhead garage <br />doors at 465 Woodruff Avenue, subject to the following conditions: <br />a) the footings and columns supporting the awning must be located no further <br />than 4’ from the front of the existing structure; and <br />b) the variance, if granted, shall expire within 6 months of its approval if a <br />building permit is not issued pursuant to City Code, Section 1013.03. <br />City Planner Paschke noted that he had received one comment prior to the meeting <br />from the adjacent property owner directly to the west of the property, the VanSickles, <br />and they fully supported the proposal. Mr. Paschke noted that the VanSickles had <br />gone through a variance process on their parcel several years ago, with numerous <br />variances required to accommodate a number of challenges on the lot. <br />The applicant, Tony Trowbridge, appeared and provided - as a Bench Handout - <br />images to the Commissioners for their review of his intent for the façade of the home. <br />No one appeared for or against the project; and Acting Chair Boerigter closed the <br />Public Hearing. <br />Discussion ensued regarding the type of exterior construction material of the <br />proposed columns and their finished size; the owner’s attempt to soften the curb <br />image of the property; actual extension of the roof line beyond the column; nature of <br />eaves as legal encroachments into a setback easement; parking space on the short <br />driveway; and limitation of the overhang. <br />MOTION: <br />Member Roe moved, seconded by Member Doherty, to adopt a resolution <br />approving a 16-foot variance to City Code Section 1004.016 (Front Yard <br />Building Setback) to allow construction of a 4-foot awning above the overhead <br />garage doors at 465 Woodruff Avenue, subject to the following conditions: <br />a) The footings and columns supporting the awning must be located no <br /> further than 4 feet from the front of the existing structure; and as amended <br /> that “the overhang of the structure does not extend more than two feet (2’) <br /> beyond the footing or column supporting the awning. <br />b) The variance (if granted) shall expire within 6 months of its approval if <br /> a building permit is not issued pursuant to City Code, Section 1013.03. <br />Ayes: 3 <br />Nays: 0 <br />Motion carried. <br />Acting Chair Boerigter advised the applicant of the appeal process timeframe. <br /> c.
