Variance Board Meeting <br />Minutes – Wednesday, July 12, 2006 <br />Page 7 <br />Standards) and Section 1004.016 (Minimum Parking Setback) to allow expansion of <br />the driveway, to a width of 27.5 feet at the front property line and to a distance of 3.5 <br />feet from the side lot line, for additional on-site parking area. Mr. Lloyd updated <br />Commissioners on recalculations and additional conversations with the applicant, <br />and noted that with those recalculations, there was no longer any requirement for an <br />impervious surface coverage variance. Staff noted that the variance request was <br />prompted by current reconstruction of South Owasso Boulevard and right-of-way <br />constraints and limited on-street parking facilities. <br />City Engineer Bloom concurred with staff’s comments related to the constraints on <br />South Owasso Boulevard and reconstructed road width and standard stipulations of <br />Minnesota State Aid (MSA)-funded streets. <br />Paul Severson, representing the applicant, was present and supported the staff <br />report and presentation. <br />With no one appearing for or against the project, Acting Chair Boerigter closed the <br />Public Hearing. <br />Discussion included character of the neighborhood; driveway standards and <br />consistency of requests; existing curb cuts and relocation if necessary; and driveway <br />width. <br />MOTION: <br />Member Doherty moved, seconded by Member Roe, to adopt a resolution <br />approving a 1.5 foot variance from City Code, Section 1004.016 (Minimum <br />Parking Setback) and a 1.5 foot variance to City Code, Section 703.04B <br />(Driveway Standards) to allow for the proposed widened driveway at 617 South <br />Owasso Boulevard, based on the comments and findings of Section 5 and the <br />conditions of Section 6 of the project report dated July 12, 2006; amending <br />motion to noted that condition 6.1(d) was corrected to read six (6) months, <br />rather than twelve (12) months. <br />Ayes: 3 <br />Nays: 0 <br />Motion carried <br />Acting Chair Boerigter advised the applicant of the appeal process timeframe. <br />5.
