Planning Commission Meeting <br />Minutes – Wednesday, March 07, 2007 <br />Page 11 <br /> <br />landscaping and/or screening, and to mitigate sound and light along the eastern line; <br />and preservation of existing trees. <br /> <br />Staff and Commissioners held reviewed specific conditions and discussed revisions in <br />light of public comment and additional Commission consideration and review. <br /> <br />MOTION: <br />Member Bakeman moved, seconded by Member Wozniak to RECOMMEND <br />APPROVAL of Planning File 07-002, AMENDED PLANNED UNIT DEVELOPMENT <br />for Northwestern College, 3003 Snelling Avenue, subject to the conditions <br />outlined and detailed in Section 7 of the Project Report dated March 7, 2007; <br />and amended as follows: setbacks confirmed at seventy-five feet (75’) for any <br />new construction; screening for all setback areas, consistent with City Code, <br />with specific designs reviewed by the City’s Design Review Committee (DRC) <br />and neighbors to ensure regular maintenance by the applicant and to retain <br />their effectiveness for both noise and light mitigation, at the discretion of staff; <br />and addition of new conditions as follows: upon receipt of a building permit <br />application from the applicant, and prior to staff issuing a Building Permit to the <br />applicant for any specific and/or individual project, staff will provide mailed <br />notice for informational purposes, and not in Public Hearing format, to and <br />inform directly-affected neighbors of the applicant’s intent and allowed to <br />review and comment on the application as part of the staff review process and <br />to encourage ongoing interaction between the applicant and affected <br />neighbors; the applicant will work with staff to mitigate and provide screening <br />behind the existing dormitory (Building #9) for both noise and light pollution; <br />before any final permits are issued, the applicant will work with staff and the <br />Cities of Arden Hills and Roseville jointly on environmental assessment as <br />previously addressed by Mr. Jay R. Lindgren of Dorsey & Whitney LLP, dated <br />March 7, 2007, responding to previous communication dated March 5, 2007 <br />from the City’s Community Development Director John Stark, and related to an <br />Environmental Assessment Worksheet; the parking ramp (Building #23 on the <br />plan) height will be restricted to a two (2) level ramp, with one (1) level above <br />grade, with any revisions needing to proceed through a re-application process; <br />new dormitory construction (Building #24 on the plan) height will be restricted <br />to three (3) levels, with roof, planned above grade; the applicant will consider <br />incorporating parking structures into any new construction (i.e., dormitory, field <br />house, alumni center) in an effort to maximize parking capacity of that given <br />building and within the structure itself rather than spread throughout the <br />campus; exterior building materials will be consistent with the rest of the <br />campus, and will exclude use of exposed concrete walls on the proposed <br />parking ramp; the applicant will strive for new construction to be of sustainable <br />design or qualify for LEED construction credits; applicant will work with staff on <br />a tree replacement program, with species, size and location in accordance with <br />City code and at the discretion of staff to provide complimentary species with a <br />2/1 ratio preferred; and applicant will provide an annual review, with verification <br />to staff, to ensure that the buffer, berm and screening materials are maintained <br />to avoid degradation. <br /> <br /> <br />Commissioner Wozniak observed that there appeared to be little opposition from <br />residents on the west side of the campus compared to the east side. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br /> <br />
