Planning Commission Meeting <br />Minutes – Wednesday, March 07, 2007 <br />Page 12 <br /> <br />Acting Chair Bakeman thanked the applicant, staff, and residents; and advised that <br />the next step would be for the application to proceed, as recommended by the <br />Planning Commission, to the City Council for their review and approval. <br /> <br />Recess <br /> <br />Acting Chair Bakeman briefly recessed the meeting at 10:50 p.m. and reconvened at 10:54 p.m. <br /> <br />d. PLANNING FILE 07-013 <br />Request by Ramsey County for an INTERIM USE PERMIT to allow a temporary <br />concrete-crushing operation at 515 Larpenteur Avenue. <br /> <br />Chair Bakeman opened the Public Hearing for Planning File 07-014. <br /> <br />Associate Planner Bryan Lloyd and City Engineer Debra Bloom reviewed the request <br />of Ramsey County for approval of an INTERIM USE PERMIT in accordance with City <br />Code, Section 1012.09, to allow the establishment of a temporary concrete and <br />asphalt recycling (i.e., crushing and mixing) area on their parcel at 515 Larpenteur <br />Avenue. <br /> <br />Staff recommended approval, based on comments and findings of Section 5 and <br />conditions of Section 6 of the project report dated March 7, 2007. <br /> <br />Ms. Bloom advised that, given the length of the previous Public Hearing, and <br />residents wishing to speak to this request, she had met with interested parties earlier <br />during the meeting, and had negotiated an agreement between the neighbors and the <br />applicant; and was prepared to present revised conditions in Section 6.1 of the staff <br />report. <br /> <br />Ms. Bloom provided revised conditions, as discussed and negotiated with the <br />“Wagner neighborhood” and Ramsey County. Conditions of Section 6 of the staff <br />report dated March 7, 2007 were proposed for revision as follows: <br /> <br />a. The temporary use shall be limited to the crushing of materials that are <br />currently stockpiled on the subject property. <br />b. The temporary operation shall employ “best management practices” (e.g., <br />watering piles, installing silt fencing, etc.) to control dust and potential <br />stockpile erosion in the event of a rain storm – said erosion control plan must <br />be reviewed and approved by the City Engineer. <br />c. Hours of [the] crushing [operation] shall be limited from 7:00 a.m. to [6:00] <br />7:00 p.m. weekdays and 7:00 a.m. to 7:00 p.m. on Saturday. [,including <br />hauling and stockpiling.] <br />d. Written notices shall be sent to property owners within the postcard (i.e., <br />Roseville’s public hearing notice) distribution area one week prior to crushing <br />so that they may plan accordingly. <br />e. The Interim Use Permit shall be valid for a period of one week, beginning with <br />the commencement of crushing activity, which must be completed by May 31, <br />2007. <br />f. [The material shall be removed from the site within one year of <br />completion of crushing, or between November 1, 2007 and December 1, <br />2007.] <br /> <br />Bob Payne, Ramsey County representative and applicant, was present and in <br />agreement with the proposed revised conditions as stated. <br /> <br /> <br /> <br />
