Planning Commission Meeting <br />Minutes – Wednesday, March 07, 2007 <br />Page 13 <br /> <br />Public Comment <br />Written comment had been received via letter dated March 7, 2007, from Edward A. <br />Hoefs, 636 Pineview Court, generally opposed to the request, but proposing revisions <br />if approved. <br /> <br />No one remained for public comment, following Ms. Bloom’s prior negotiations. <br /> <br />Chair Bakeman closed the Public Hearing, with no one appearing for or against. <br /> <br /> MOTION <br />Member Gottfried moved, seconded by Member Wozniak to RECOMMEND <br />APPROVAL of Planning File 07-013, INTERIM USE PERMIT for Ramsey County <br />to establish a temporary concrete and asphalt crushing operation on the 18- <br />acre parcel at Larpenteur Avenue and Kent Street (northeast corner) for a <br />period of one week, based on the comments of Section 5, and the amended <br />conditions of Section 6 of the project report dated March 7, 2007, amended to <br />the following: <br />a. <br />The temporary use shall be limited to the crushing of materials that are <br />currently stockpiled on the subject property. <br />b. <br />The temporary operation shall employ “best management practices” (e.g., <br />watering piles, installing silt fencing, etc.) to control dust and potential <br />stockpile erosion in the event of a rain storm – said erosion control plan must <br />be reviewed and approved by the City Engineer. <br />c. Hours of the crushing operation, including hauling and stockpiling, shall be <br />limited from 7:00 a.m. to 6:00 p.m. weekdays. <br />d. <br />Written notices shall be sent to property owners within the postcard (i.e., <br />Roseville’s public hearing notice) distribution area one week prior to crushing <br />so that they may plan accordingly. <br />e. <br />The Interim Use Permit shall be valid for a period of one week, beginning with <br />the commencement of crushing activity, which must be completed by May 31, <br />2007. <br />f. <br />The material shall be removed from the site within one year of completion of <br />crushing, or between November 1, 2007 and December 1, 2007. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />b. PLANNING FILE 07-010 <br />Request by Nadeau Excavating for an INTERIM USE PERMIT to allow the <br />property at 2814 Cleveland Avenue to be used as a construction yard/storage <br />area during the summer of 2007. <br /> <br />City Planner Thomas Paschke reviewed the request by Nadeau Excavating to allow <br />establishment of a temporary storage area on the former American Semi (Dorso) <br />parcel at 2815 Cleveland Avenue, during the summer of 2007. <br /> <br />Staff recommended APPROVAL of the INTERIM USE PERMIT for Nadeau <br />Excavating for a one (1) acre area in the southeast corner of 2814 Cleveland Avenue <br />(Dorso parcel) based on comments of Section 5 and conditions of Section 6 of the <br />project report dated March 7, 2007. <br /> <br />Pete, a superintendent with Nadeau Excavating, was present representing the <br />applicant, <br />and requested that Condition B of Section 6 of the staff report be revised <br /> <br />
