Hoefs, 636 Pineview Court, generally opposed to the request, but proposing revisions if approved. No one remained for public comment, following Ms. Bloom’s prior negotiations. Chair Bakeman closed the Public Hearing, with no one appearing for or against. MOTION Member Gottfried moved, seconded by Member Wozniak to RECOMMEND APPROVAL of Planning File 07-013, INTERIM USE PERMIT for Ramsey County to establish a temporary concrete and asphalt crushing operation on the 18- acre parcel at Larpenteur Avenue and Kent Street (northeast corner) for a period of one week, based on the comments of Section 5, and the amended conditions of Section 6 of the project report dated March 7, 2007, amended to the following: a. The temporary use shall be limited to the crushing of materials that are currently stockpiled on the subject property. b. The temporary operation shall employ “best management practices” (e.g., watering piles, installing silt fencing, etc.) to control dust and potential stockpile erosion in the event of a rain storm – said erosion control plan must be reviewed and approved by the City Engineer. c. Hours of the crushing operation, including hauling and stockpiling, shall be limited from 7:00 a.m. to 6:00 p.m. weekdays. d. Written notices shall be sent to property owners within the postcard (i.e., Roseville’s public hearing notice) distribution area one week prior to crushing so that they may plan accordingly. e. The Interim Use Permit shall be valid for a period of one week, beginning with the commencement of crushing activity, which must be completed by May 31, 2007. f. The material shall be removed from the site within one year of completion of crushing, or between November 1, 2007 and December 1, 2007. Ayes: 6 Nays: 0 Motion carried. b. PLANNING FILE 07-010 Request by Nadeau Excavating for an INTERIM USE PERMIT to allow the property at 2814 Cleveland Avenue to be used as a construction yard/storage area during the summer of 2007. City Planner Thomas Paschke reviewed the request by Nadeau Excavating to allow establishment of a temporary storage area on the former American Semi (Dorso) parcel at 2815 Cleveland Avenue, during the summer of 2007. Staff recommended APPROVAL of the INTERIM USE PERMIT for Nadeau Excavating for a one (1) acre area in the southeast corner of 2814 Cleveland Avenue (Dorso parcel) based on comments of Section 5 and conditions of Section 6 of the project report dated March 7, 2007. Pete, a superintendent with Nadeau Excavating, was present representing the applicant, and requested that Condition B of Section 6 of the staff report be revised
