HUMAN RIGHTS COMMISSION March 12, 1985 ~ The meeting was called to order at 7:50 p.m. by Hays. Members present: Hays, Nackerud, Thomas, Wachter and Zalk. Members absent: Bailey, Henry, Mackey, McKenzie and Zielske. I. Business A. Nackerud indicated two school district representatives will attend the April Commission meeting. She lndicated she would be available to work at the Commission's information boo~h at Har Mar Mallon April 6 . B. Wachter discussed the decision of Rosedale and Har Mar Center's managers to decline the Commission's invitation to attend a Commission meeting. They both indicated their authority does not extend to individual tenant's procedures. Hays suggested major enterprises such as Rosedale and Har Mar have a community responsibility to respond to groups such as the Human Rights Commission. She also suggested the Commission check with the Edina and Brooklyn Park Human Rights Commissions to determine whether they have experienced complaints regarding security procedures in their major shopping centers. Hays also suggested the Commission may want to question people in the minority community about their experiences in Roseville's shopping malls. Thomas suggested the Commission include at the Har Mar booth a survey regarding experiences with discriminatory treatment. Wachter indicated he would staff the Har Mar booth from 11:30 to 1:30 on April 6. Hays indicated she would staff the booth from 1:30 to 3 : 30. C. The Commission discussed Human Rights training in Roseville's Police Department. The Commission questioned whether the Police Department emphasizes human rights and human relations training. Moorse indicated the Police Department has an extensive field training program for new officers which includes extensive training in handling citizen contact.
