<br />HUMAN RIGHTS COMMISSION <br />March 12, 1985 <br /> <br />~ <br /> <br />The meeting was called to order at 7:50 p.m. by Hays. <br /> <br />Members present: Hays, Nackerud, Thomas, Wachter and Zalk. <br /> <br />Members absent: Bailey, Henry, Mackey, McKenzie and Zielske. <br /> <br />I. Business <br /> <br />A. Nackerud indicated two school district representatives <br />will attend the April Commission meeting. She <br />lndicated she would be available to work at the <br />Commission's information boo~h at Har Mar Mallon April <br />6 . <br /> <br />B. Wachter discussed the decision of Rosedale and Har Mar <br />Center's managers to decline the Commission's <br />invitation to attend a Commission meeting. They both <br />indicated their authority does not extend to individual <br />tenant's procedures. <br /> <br />Hays suggested major enterprises such as Rosedale and <br />Har Mar have a community responsibility to respond to <br />groups such as the Human Rights Commission. She also <br />suggested the Commission check with the Edina and <br />Brooklyn Park Human Rights Commissions to determine <br />whether they have experienced complaints regarding <br />security procedures in their major shopping centers. <br /> <br />Hays also suggested the Commission may want to <br />question people in the minority community about their <br />experiences in Roseville's shopping malls. <br /> <br />Thomas suggested the Commission include at the Har Mar <br />booth a survey regarding experiences with <br />discriminatory treatment. <br /> <br />Wachter indicated he would staff the Har Mar booth from <br />11:30 to 1:30 on April 6. <br /> <br />Hays indicated she would staff the booth from 1:30 to <br />3 : 30. <br /> <br />C. The Commission discussed Human Rights training in <br />Roseville's Police Department. The Commission <br />questioned whether the Police Department emphasizes <br />human rights and human relations training. <br /> <br />Moorse indicated the Police Department has an extensive <br />field training program for new officers which includes <br />extensive training in handling citizen contact. <br />
