HUMAN RIGHTS COMMISSION
Tuesday, April 9, 1985

\

The meeting was called to order by Chairman Zielske at 7:30 p.m.

Members present: Bailey, Mackey, Nackerud, Oberdorfer, Thomas,
Wachter, Zalk and Zielske.

Members absent: Matts and McKenzie.

Others present: Frank McCray and Jack Greenwalt, School District
Representatives; and Ron Moorse, staff.

I. Business

A.

Presentation from the School District representatives.
Mr. McCray indicated he feels the Human Rights
Commission still has a major purpose and should be more
visible in the community. There are still problems to
be resolved. Mr. McCray indicated he has been involved
in conducting cultural awareness classes, and in
reviewing materials for ethnic pluralism and bias. He
also deals with problems with racial overtones within
the schools. Mr. McCray indicated the teaching staff
receives Human Rights training once each year. He also
indicated there are problems with Asian students being
taunted or simply ignored. The school does not have a
strategy or technique to deal with the Asian students'
problems. They provide counseling to the Asian
students.

r
\.

Zielske indicated it appears we need to get to children
early with Human Rights related training. The
elementary schools are now offering a program called
"You Are Unique", which teaches kids about the
uniqueness of each person.

B. Zielske suggested that the Commission may need more
discussion regarding Rosedale and Har Mar declining the
Commission's invitation to attend a meeting. He also
suggested the Commission should review the Police
Department's field training officer manual at the next
meeting.

Another issue to be discussed is the data privacy
implications of our no-fault grievance record-keeping
system.

C. Zielske indicated he has been working with a person who
is trying to enable mentally handicapped persons to
have independent living in apartments. He has had a
problem with getting the handicapped persons allowed
into apartments. Zielske indicated he will monitor the
situation.
