<br />Human Rights Commission <br /> <br />Page 2 <br /> <br />Role of the commission Chairman <br />1. Prepares the agenda for commission meetings. <br /> <br />2. Presides at commission meetings: <br />A. Expedites the meeting process. <br /> <br />B. Ensures rules of meeting procedure are followed, <br />including Roberts Rules of Order as modified by the <br />Commission. <br /> <br />3. Serves as the contact person for the "No Fault" grievance. <br />A. Assigns grievances to commission members. <br /> <br />4. Provides leadership and organization for the commission. <br /> <br />Role of Commission vice Chairman <br />Assumes the duties of the Chairman in the absence of the Chairman. <br /> <br />Role of the Commission in Relation to Staff: <br />1. The Commission members, staff, and city Council work coopera- <br />tively as a team to address Human Rights issues. <br /> <br />2. Staff provides information to commission members to clarify <br />issues related to Human Rights items. <br /> <br />A. commission members should be cognizant of staff workload <br />and time constraints when meeting with staff or requesting <br />information. <br /> <br />B. To ensure the most effective provision of information, <br />all information requests are made through the Department <br />Head or his designee. <br /> <br />C. To ensure timely and adequate information and to expedite <br />commission meetings, Commission members review questions <br />or concerns with staff prior to the Commission meeting. <br /> <br />3. In working as part of a team with staff, Commission members <br />advise the Department Head or city Manager regarding areas of <br />concern. <br /> <br />4. The Commission works cooperatively with staff to determine <br />methods of providing information to, and soliciting input <br />from, residents and businesses concerning Human Rights issues. <br /> <br />5. The Commission works with staff to determine strategic or <br />critical issues for study and to develop ideas for public <br />education efforts. This proposed work plan is reviewed by <br />the city council, and approved work plan items are referred <br />to the Commission for study and recommendations or for imple- <br />mentation. <br />
