Human Rights Commission Page 2 Role of the commission Chairman 1. Prepares the agenda for commission meetings. 2. Presides at commission meetings: A. Expedites the meeting process. B. Ensures rules of meeting procedure are followed, including Roberts Rules of Order as modified by the Commission. 3. Serves as the contact person for the "No Fault" grievance. A. Assigns grievances to commission members. 4. Provides leadership and organization for the commission. Role of Commission vice Chairman Assumes the duties of the Chairman in the absence of the Chairman. Role of the Commission in Relation to Staff: 1. The Commission members, staff, and city Council work coopera- tively as a team to address Human Rights issues. 2. Staff provides information to commission members to clarify issues related to Human Rights items. A. commission members should be cognizant of staff workload and time constraints when meeting with staff or requesting information. B. To ensure the most effective provision of information, all information requests are made through the Department Head or his designee. C. To ensure timely and adequate information and to expedite commission meetings, Commission members review questions or concerns with staff prior to the Commission meeting. 3. In working as part of a team with staff, Commission members advise the Department Head or city Manager regarding areas of concern. 4. The Commission works cooperatively with staff to determine methods of providing information to, and soliciting input from, residents and businesses concerning Human Rights issues. 5. The Commission works with staff to determine strategic or critical issues for study and to develop ideas for public education efforts. This proposed work plan is reviewed by the city council, and approved work plan items are referred to the Commission for study and recommendations or for imple- mentation.
