HUMAN RIGHTS COMMISSION MINUTES
TUESDAY, APRIL 12, 1994

I.

Call to Order
The meeting was
at 7:05 p.m.

called to order by Commission Chair Trainor

II.

Roll Call
Members Present:

Michael Trainor, Stan Borden, Bob
Bancroft, Jill Bergquist, Maria
Reed, Mary Jean Turinia Anderson
Laura Kushner, Staff Liaison
Thelma McKenzie, Beatriz Menanteau,
Mike Hermes

Others Present:
Absences:

III.

Approval of Minutes.
1994 Minutes was made
Bancroft. All ayes.

A motion for approval of the March 8,
by Jill Bergquist and seconded by Bob

IV. Rosefest Parade. A suggestion was made to touch base with
the essay contest winners in May to make sure that they are
planning to attend the Rosefest Parade. The Commission
still needs one or more Commissioners to ride in the
convertible with the essay winners. Bob Bancroft offered to
help out if needed.

V. Bias/Hate Crime Report. Mike Trainor will present the final
Bias Hate Crime Response plan to the Council at an upcoming
meeting.

VI. Grievance Uodate. Mort Ryweck of the LMHRC called Stan
Borden and Mary Jean Turinia Anderson regarding an incident
in Roseville. Stan talked to the grievant, a young woman on
welfare who felt she was being discriminated against due to
her status as a welfare recipient. She was going to be
evicted from her apartment for failure to pay the rent and
said that other tenants who were not on welfare were not
being evicted for failure to pay the rent. Stan explained
the no-fault grievance procedure, but the grievant seemed to
him to be more interested in finding an advocate, rather
than a mediator. She abruptly terminated the call saying
she would call back, but she never did.

Mike Trainor reminded the Commission members that only two
Commissioners are currently fully trained on no-fault
grievances. Mary Jean will call the MN Dept. of Human
Rights to see what their current position is regarding local
Commissions handling no-fault grievances. She will also
check with the League. Depending on the outcome of those
calls, the Commission will decide whether to pursue training
for Commissioners.
