<br />HUMAN RIGHTS COMMISSION MINUTES <br />TUESDAY, NOVEMBER 12,1996 <br /> <br />I. Call to Order <br /> <br />The meeting was called to order by Chair Mike Trainor at 7:05 p.m. <br /> <br />II. Roll Call <br /> <br />Members present: Isaac Afwerke, Jill Bergquist, Sue Forsyth, Janet Henquinet, <br />Mike Hermes, Mike Trainor <br /> <br />Members absent: Mary Jean Turinia Anderson, Christine Malark, Thelma <br />McKenzie <br /> <br />Others present: Debbie Zamow, Staff Liaison <br /> <br />III. Approval of Minutes <br /> <br />Mike Hermes moved, Janet Henquinet seconded, that the minutes of the <br />October 8, 1996 meeting be approved. <br /> <br />Roll Call, Ayes: All present <br /> <br />Nays: None <br /> <br />IV. Bias/Hate Crimes <br /> <br />Mike Trainor received a copy of a police report regarding a bias/hate crime. <br />Although the victim did not intend to file an official report, the police are <br />obligated to file any report regarding bias/hate crimes. The Commission noted <br />they appreciated getting notice even if no action is necessary from the <br />Commission. <br /> <br />Jill Bergquist participated in a panel discussion "Hand in Hand against Hate <br />Crimes" which was put on by the Hamline/Midway coalition and spoke regarding <br />bias response plans and gave a brief overview of laws. The city of S1. Paul has <br />found that neighborhood "committees" and organizing into watch groups seems <br />to work for them. She felt we have backing through the county with the <br />Commission system Roseville has set up. <br />
