Memo

To: Human Rights Commissioners

From: Debbie Zamow

Re: December 14,1999 Meeting Summary

Date: December 16, 1999

The Tuesday, December 14, 1999 meeting of the Roseville Human Rights Commission was not
held because a quorum was not present. The following members attended: Jill Bergquist, Eric
Egli, Mike Hennes, Alexis Orosz, and Steve Smith. One visitor, John Kysylyczyn, also
attended.

Commission members discussed the following:

1. Bias Complaint
Bergquist and League President Mort Rywick reviewed the complaint and met with the
Deputy Police Chief, Tom Alleva. Alleva agreed to have bias/hate crime training within the
Police Department and agreed to step up patrols in the neighborhood. Bergquist and Rywick
also met with the Complainant and developed a Community Alert leaflet to be distributed
within the neighborhood. Bergquist called upon the Commission members to assist in the
leafleting campaign.

Bergquist also expressed the need for Commissioners to volunteer to update the Bias/Hate
Crime Response docUll1ent and to set up a Publicity Sub-Committee.

2. "Partners in Human Rights Education" Program
Because this program requires an individual effort, it will be taken off of the agenda.

3. Community Circles Program
The registration form for the program is to be completed by Zamow. The program will begin
after the start of next year.

4. Discussion of Parks and Recreation Issues
Zamow reported that the issues are being addressed. The Acorn Park basketball courts have
been staggered to discourage full-court play and respectful behavior signs have been
installed. The Lake Bennett fishing issue has had limited success to the number oflanguages
that any signs would have to include. The discussions with groups about the soccer fields
have had some success but next year will be the true test since the fields will be re-done.
