<br />schooled? Is September the best month to make the question available to the schools? <br />Should teachers get some incentive to encourage students to participate? Are <br />Commission members interested in visiting the classrooms to encourage students to <br />participate? <br /> <br />Phil Crump, Steve Smith and Howard Wagner volunteered to form a subcommittee to <br />discuss these issues. <br /> <br />Commission members discussed the Essay Question. Members felt that they wanted to <br />get to the basic question of human rights. After much discussion, members decided that <br />this year's question would be: <br /> <br />. Why do we have Human Rights Acts such as the Universal Declaration of <br />Human Rights, the Bill of Rights and the Minnesota Human Rights Act? Are <br />they necessary in the Year 2002? State your position and defend it. <br /> <br />Strategic Planning <br /> <br />Commission members discussed the Strategic Planning process. Members felt that it is <br />now time to identify what the Commission wants to accomplish. Each Commission <br />member is asked to identify up to five objectives that they would like to see <br />accomplished in the upcoming year. Members will submit the objectives to Carolyn <br />Curti, and she will make them available before the August meeting. At the August <br />meeting the Commission will narrow the topics and decide where to put our energies. <br /> <br />St. Paul Foundation <br /> <br />In conjunction with Strategic Planning, Commission members reviewed a St. Paul <br />Foundation Request for Proposals. The Foundation will fund projects for "Creating an <br />Anti-Racist Community." RFPs are due in mid-September. Commission members <br />discussed several possibilities including partnering with area schools and working with <br />the theater community. Members agreed that the Commission has the interest and the <br />resources to do much more but do not have the time to coordinate the Commission's <br />efforts. Mark Chapin, Larry Voeller and Thelma McKenzie volunteered to draft a <br />proposal. The proposal must be completed by the August meeting so that it can be <br />submitted to the City Council for approval at their August 19 meeting. <br /> <br />Adjournment <br /> <br />Phil Crump moved and Howard Wagner seconded the motion to adjourn.
