<br /> <br />Human Rights Commission <br />Meeting Minutes, March 11, 2003 <br /> <br />Present: Chair Thelma McKenzie, Mark Chapin, Phillip Crump, Karen Vnuk, Larry Voeller, <br />Howard Wagner, Steve Zorn <br />Absent: Martha Hardesty, Steve Smith, Patty Tschida <br />Staff: Lonnie Brokke, Carolyn Curti <br /> <br />The meeting was called to order by Chair Thelma McKenzie at 7:00 p.m. <br /> <br />Approve Minutes <br /> <br />Steve Zorn moved to accept the minutes ofJanuary 14, 2003. Howard Wagner seconded the <br />motion. Minutes ofthe previous meeting were approved. <br /> <br />City Bnildings Policies <br /> <br />Chair Thelma McKenzie introduced Parks and Recreation Director Lonnie Brokke. Lonnie <br />explained that the City has rooms for citizen groups to use at Cedarholm, Nature Center, City <br />Hall and the Skating Center. The rooms are available to facilitate community groups and <br />organizations, most which are run by volunteers, to organize events and activities. The general <br />criteria are that the group is involved in a leisure activity, is non-discriminatory, allows the <br />general public to participate, is a non-profit and serves Roseville residents. For some groups the <br />City provides publicity, storage, playing space, mailboxes, voice mail and file cabinets for <br />storage. <br /> <br />The City provides general use of meeting space at no cost ifit is for the benefit of the <br />community. If the group incurs direct cost (refreshments, supplies) the group is responsible to <br />pay for them. Examples of groups include the Hockey Association, Arts Council, neighborhood <br />watch groups, 4-H and others. <br /> <br />Priorities for room use is given to Roseville Parks and Recreation Department, then affiliated and <br />citizen groups and then outside groups. Any group that pays a fee gets exclusive use of the room <br />and can limit who attends the meeting/function. If there are problems or questions about room <br />usage, Parks and Recreation staff review the issue and discuss with the parties involved to reach <br />an agreeable solution. <br /> <br />Commission members discussed whether there is a problem with the current system. Lonnie <br />reported that he knew of one incident in the 13 years that he has worked for the City. <br />
