education, intervention or other appropriate action. The Commission, however, refers complaints
against any City entity to the Department of Human Rights. Carolyn Curti explained that it creates
a conflict of interest and a possible legal or financial liability for the City to investigate itself.
McKenzie gave several examples of the HRC response to community complaints. She explained
that the Commission cannot get involved, but after final action has been taken the Commission can
provide support to the individuals involved including support to the victim and education efforts to
the offending party.

Delmore asked about the Police Department's procedures to investigate complaints filed against one
of their officers. She asked whether the HRC should invite Senator John Marty to a meeting to
discuss this.

Commissioner Chapin said that he would like to know the procedures the Police follow to
investigate a complaint against one of the officers. He also requested information about the kinds of
training officers undertake. McKenzie requested that staff email a copy of the Hate/Bias Crime
Response Plan to all Commissioners.

Chapin moved and Commissioner Zorn seconded a motion to invite Chief of Police Carol Sletner to
the February meeting to discuss police training and procedures followed when there is a human
rights or other bias complaint. Commissioners said that they wanted to talk in general about how
the Police handle cases. They are not looking for specific details concerning a specific case.
Motion passed.

Carolyn Curti will draft a letter of invitation and send to all Commissioners for approval.

Special Meeting

Chair McKenzie called a special meeting of the Commission for January 29,2004 at 7:00 p.m. for
the purpose of discussing the Twin Lakes Development. The meeting will be a joint meeting of all
Roseville Commissions and will be held in the City Council Chambers. Carolyn Curti provided
information from John Shardlow discussing the process for developing a master plan for the Twin
Lakes area.

Adjournment

Steve Zorn moved and Larry Voeller seconded the motion to adjourn. Meeting adjourned at 8:10
p.m.

3
