<br />The Roseville Human Rights Commission was established in February 1968. <br /> <br />No minutes are available from 1968 to November 1983. Minutes from many meetings up until <br />1991 are not available. The following is a review of the minutes; specific references to no-fault <br />grievance training or interaction with Roseville police are noted. Most months of minutes <br />through 1994 made reference to grievances that commissioners were working on. <br /> <br />December 1983 <br />. Training for No Fault Grievance is planned. <br /> <br />February 1985 <br />· HRC plans to meet with Police Chief to discuss the types of training officers receive. <br /> <br />March 1985 <br />. HRC asked to review the Police Field Training Manual <br /> <br />May 1987 <br />· Commissioners receive No Fault Grievance Training. State refers cases to Roseville <br />HRC for intake. <br /> <br />October 1991 <br />· Grievance filed against Roseville Police, so referred to state since City cannot investigate <br />itself. <br /> <br />January 1992 <br />· Commissioners raise questions about why state no longer referring grievances <br />· Communications indicate DHR concerned that local HRCs do not having adequate <br />training <br /> <br />October 1992 <br />. Police Chief meets with HRC to discuss biaslhate crimes <br />· Commissioners receive introductory grievance training run by DHR <br /> <br />November 1992 <br />. HRC begins process to set up response to Bias/Hate crimes <br /> <br />June 1993 <br />. HRC works on Bias/Hate crime response <br /> <br />September 1993 <br />. HRC reviews draft of Bias/Hate crime response <br /> <br />March 1994 <br />. Police refers Hate Crime incident to HRC <br /> <br />April 1994 <br />· Noted that only two Commissioners were currently fully trained on No Fault Grievances <br />
