<br />May 1994 <br />. HRC presented Bias/Hate crime response plan to Council and received approval <br /> <br />( <br /> <br />May 1994 <br />. DHR no longer conducting grievance training nor will they certify local Commissioners <br /> <br />June 1994 <br />. LMHRC updating manual and trying to find grievance training certifying agency <br /> <br />November 1994 <br />. City Attorney issued opinion on whether HRC files handled under no fault grievance <br />process are public data. Information is non-public until investigation is completed. Most <br />data becomes public after completion of investigation. <br /> <br />July 1995 <br />. Police inform HRC of racist flyer being placed on cars in Rice Street apartment parking <br />lot <br /> <br />August 1995 <br />. Police inform HRC regarding two Roseville juveniles who admitted racist type vandalism <br />. Noted that no grievances filed for past several months <br /> <br />November 1995 <br />. Identify Grievance Mediation Training as one of the HRS's ongoing goals <br /> <br />April 1996 <br />. HRC expresses interest to Police in having Commissioner at next Police Open House <br /> <br />( <br /> <br />May 1996 <br />. Commissioner Trainor met with Acting Police Chief Tom Alleva who reported there <br />were no recent Bias/Hate Crimes. Alleva interested in having HRC at next Open House. <br />. Commissioner Bergquist distributed copy ofMN Session Law Ch. 388 regarding changes <br />in evidentiary privilege for individuals presiding at alternate dispute resolution. Trainor <br />expressed concern over DHR apparent failure to submit pending or current grievances to <br />local HRCs. McKenzie reported that other cities were thinking of going to the <br />Legislature to ask for intervention, pursuant to the jurisdiction over grievances granted <br />local HRCs in MN Statute 363.115. Commission discussed letter to DHR signed by all <br />north metro HRCs. McKenzie mentioned that Anderson was attending DHR task force <br />meeting to address this issue and table issue until Anderson able to report back to HRC. <br /> <br />November 1996 <br />. LMHRC and American Arbitration Association Center for Mediation offer 30 hours of <br />mediation training <br />. Police notifies HRC of Bias /Hate crime <br />. New ChiefofPolice Paul Wood spoke to HRC <br />. HRC sends letter to DHR asking for help in accessing information on any charges filed <br />by or against Roseville residents <br /> <br />( <br />" <br />
