<br />March 2001 <br />· Tom Alleva provided overview of system to respond to claims of officer misconduct. <br />Policies updated every three years. Officers' Bill of Rights outlines an officer's duty on <br />the Roseville Policy book. Policy provides that the Department will respond to complaint <br />in writing. Police use same form for commendations. In 2000, the Department received <br />26 complaints and 4 were external including claims of speeding, lack of courtesy and no <br />response to a call. HRC asked that if complaint is filed would HRC be notified. <br /> <br />April 2001 <br />. Steve Smith will facilitate a complaint <br /> <br />June 2001 <br />· City Attorney Joel Jamnik spoke to the HRC regarding alleged bias crime. HRC can <br />acknowledge existence of an incident to the victim and state that the HRC would monitor <br />the case. Communication must be limited to this level or could jeopardize a victim's <br />ability to secure remedies. Under no circumstance should HRC apologize for incident <br />due to liability concerns. HRC could contact individual at conclusion of case to secure <br />evaluation on how they were treated in Roseville. Joel said he would meet with Assistant <br />City Manager and Deputy Chief to review internal process and current HRC plan and <br />provide comments for potential adjustments. <br />· Smith said that he could not find any basis to continue any further action to review claim <br /> <br />December 2002 <br />· Roseville resident who relies on wheelchair gave an infonnal complaint while shopping <br />at Kohl's Department Store. Store's wheelchair is inaccessible and once his attendant <br />retrieved it, he could not get through aisles. Given information to contact DHR. <br /> <br />April 2003 <br />· DHR facing substantial budget cuts. They are willing to train local HRCs to assist with <br />"intakes." <br /> <br />June 2003 <br />· Local HRCs discontinued handling Intakes for DHR in the early 1990s. If want to do <br />this, Commissioners must receive training and would only collect initial information. <br /> <br />August 2003 <br />· HRC offered assistance to resident who had several racist incidents occur in her <br />neighborhood. Resident declined assistance at this time. <br />
