Human Rights Commission <br />DRAFT - Meeting Minutes - DRAFT <br />December 12, 2006 <br /> <br />Present: Chair Janet Delmore; Commissioners Bob Venters; Scott Higbee; Pam Bosch; <br />Philip Crump; and Tam McGehee. <br /> <br />Absent: Commissioner Ann Keeney. <br /> <br />Others Present: Sheila Stowell, Recording Secretary; and Residents Jim and Muoi Duhl, 2415 <br />Lexington Avenue, were present initially, prior to the call to order. <br /> <br />Residents Jim and Muoi Duhl,2415 Lexington Avenue <br />Mr. and Mrs. Duhl were present regarding their ongoing concerns with neighbors and City <br />personnel. Commissioner Bosch apologized for not connecting with Jim and Muoi prior to <br />tonight's meeting. Commissioner Bosch rescheduled January 6, 2006, the first Saturday in <br />January, at 11 :00 a.m. to meet at the Public Library with Mr. and Mrs. Duhl, to collate their <br />documentation, determine their actual issues and prepare a time line of events. <br /> <br />Chair Delmore noted that Mr. Duhl had advised that following a contact to the Minnesota <br />Department of Health, apparently initiated by Roseville City staff, the neighbor's deer antlers had <br />. been removed from their yard. <br /> <br />Ms. Duhl mentioned a new issue they were having with their comer neighbor, who had "turned the <br />area into a cesspool;" with dog feces, which Ms. Duhl had attempted to remove from the vicinity of <br />her property by using a leaf blower to move the feces back into the neighbor's yard. While <br />attempting to do so, Ms. Duhl had reached over the neighbor's fence, which prompted the neighbor <br />and her two (2) dogs to come into the yard near the fence, and "aggressively" accuse Ms. Duhl of <br />trespassing into their yard. A heated discussion ensued, with a call apparently being made to the <br />City Police Department by the neighbor. Mr. and Mrs. Duhl admitted that Moui's language barrier <br />may have elevated the conversation; and there was some dispute regarding the conversation and <br />who threatened whom. <br /> <br />Mr. Duhl advised Commissioners that a security video CD that he had made of the altercation was <br />available. <br /> <br />Commissioner Bosch requested that Moui put all her information in a folder, along with any new <br />concern, for her to review prior to their meeting in January. <br /> <br />Call to Order: <br /> <br />Chair Delmore called the meeting to order at 7:04 p.m. <br /> <br />. <br /> <br />Approval of Minutes <br />Commissioner Higbee moved and Commissioner Venters seconded approval of the November 14, <br />2006 meeting minutes as presented. <br />
