<br />Roseville Human Rights Commission <br />Meeting Minutes - December 12, 2006 <br />Page 3 of6 <br /> <br />. <br /> <br />reassuring that the visioning process brought out major Human Rights comments and concerns, but <br />questioned what the City Council would do with those comments and concerns. <br /> <br />HRC Vacancy/Attendance <br />Chair Delmore questioned the vacancy listed on the City Website for the HRC; with Mr. Higbee <br />advising that his term expired March 31, 2007; and that he was not seeking reappointment due to <br />health issues and increasing responsibilities, and the need to cut back. <br /> <br />Commissioner Higbee noted that, at the November meeting, the attendance policy had been <br />discussed, and Commissioners concurred that three (3) absences in a year should initiate follow-up <br />conversations and whether the Commissioner still wished to serve on the Commission; and that <br />Commissioner Keeney had met that criteria. <br /> <br />Chair Delmore volunteered to contact Commissioner Kenney via e-mail for follow-up. <br /> <br />Website DutieslInformal Mediation Process <br />Chair Delmore questioned the list of duties for the HRC on the City Website, and the HRC's <br />involvement in an informal mediation process. <br /> <br />Commissioner Higbee suggested that this was part of the original State Human Rights Act and state <br />statute; and that training had been provided to the HRC in the past. Commissioner Higbee noted <br />that, due to a lack of expertise on City Commissions with any complex issues and lack of <br />. familiarity with legal standards, the process didn't proceed far. <br /> <br />Commissioner Delmore opined that the HRC could do more than we think we can, that the HRC <br />had "evolved." <br /> <br />Commissioner Bosch suggested clarification as to whether the HRC was still involved In <br />mediation. <br /> <br />Meeting with the New City Manager <br />Pending. <br /> <br />Follow up on the Complaint Process <br />Chair Delmore read an e-mail dated December 11, 2006 from Mr. and Mrs. DOOI (no copy <br />available) concerning their most recent neighborhood concern. <br /> <br />Commissioners discussed, and concurred on the need for clarification of the actual issues that <br />involved the HRC, and those that were code violation issues, or simply neighbor issues that needed <br />resolution through compromise of each neighbor. <br /> <br />Commissioner Bosch expressed her hope that her meeting with the DOOl's in January would clarify <br />issues and responses from the City; and help to make a determination as to the HRC's involvement. <br /> <br />. <br /> <br />Commissioners further concurred that, unfortunately in listening to the concerns expressed by the <br />DOOl's, the language barrier appeared to create and enhance some problems where none really <br />
