Commissioner Venters opined that, from a Human Rights standpoint, <br />the visioning process was good; while he further opined that he didn't know if this process was <br />much different from the previous Vista 2000 process, and could have used more involvement from <br />a broader community base. <br /> <br />Commissioner Bosch suggested that more research should be done by the HRC of other <br />communities and how they measured the institutional health of their community; and volunteered <br />to take on that research responsibility and bring her findings back to the HRC to provide a "map." <br /> <br />Commissioner Venters noted that there was one Visioning Subcommittee that dealt with that issue, <br />and how to get all different groups involved in the City of Roseville. <br /> <br />Commissioner Delmore opined that she was impressed with Interim City Manager Miller's <br />openness and integrity; and their discussion of various "pockets" in the community that he would <br />like to address (i.e., Police Department) and concerns others had expressed to him. <br /> <br />Discussion included high speed chase policy of the Police Department; use of tasers by the Police <br />Department; and a definition of the City's Affirmative Action program, what it means and who <br />knows what it means. <br /> <br />Further discussion included forums similar to that held at the Public Library, and lack of consensus <br />by the HRC on topics previously discussed. <br /> <br />Chair Delmore noted that the Chaska Police Department had recently held a community dialogue <br />on race; and opined that Mr. Miller would probably be supportive of the HRC plans, once there <br />were concrete plans in place. <br /> <br />Commissioner Bosch volunteered to set up initial discussions with Ann Phibbs regarding GLTB <br />issues; and if there appears to be enough interest, and the HRC decided on an open forum, she <br />would pursue the topic further. <br /> <br />Commissioner Venters expressed concern regarding people getting out during the winter months, <br />after the poor attendance for the Patriot Act discussion, even though GL TB is an important issue to <br />pursue. <br /> <br />Further discussion included marketing and "finding a hook" to get people interested in attending a <br />forum; the availability of High School students as automatic audiences, and need to involve parents <br />and the community; Islam and Christianity as another possible topic. <br /> <br />Commissioner Bosch noted that the GL TB and various religious issues are extremely heated topics, <br />and there was lots of fear expressed; however, opined that those are the very issues that needed to <br />be talked about in the community, and expressed her willingness to initiate discussions. <br /> <br />Chair Delmore observed that fear and stirring things up was part of embracing diversity. <br /> <br />Chair Delmore, with Commissioner consensus, advised that further discussion of a GLTB Forum <br /> <br />J&1 <br />
