<br />Roseville Human Rights Commission <br />Meeting Minutes - November 14, 2006 <br />Page 3 of 6 <br /> <br />. would be on next month's HRC agenda, following Commissioner Bosch's visit with Ann Phibbs. <br /> <br />Chair Delmore referenced a recent Minneapolis Star Tribune article regarding the use of police use <br />of force; and more details behind the numbers <br /> <br />Additional discussion was creation of a generic complaint form, rather than the current process for <br />complaints, with a more user-friendly, open and less intimidating way to provide complaints to the <br />City Manager, rather than the Police Department or other specific departments. <br /> <br />Chair Delmore advised that she would e-mail Commissioner Crump to determine the status of <br />forums on which he had previously volunteered to follow up. <br /> <br />Substantial discussion ensued regarding the City's Affirmative Action Policy (i.e., what it means, <br />what it says, attempts of management to recruit people of color, particularly the Police Department; <br />and availability of past data on hiring demographics related to race). Commissioners concurred <br />that, since the information should be public data, at a minimum, Commissioners should seek a copy <br />of the City's Affirmative Action Policy, not Equal Opportunity Employer information; and <br />preferably eventually receiving numbers on hiring city-wide demographics and race information. <br /> <br />Commissioners concurred that, upon receipt of the City's Affirmative Action Policy, the HRC <br />would review the document's content with the goal to present a specific plan to the City to assist in <br />recognizing the value of diversity in City hiring policies for its work force; with the City becoming <br />. more pro-active in their hiring processes. <br /> <br />Commissioner Venters encouraged that the HRC use a cooperative, rather than confrontational, <br />stance in working with the City Manager, not specific departments. <br /> <br />Discuss Attendance Policy <br />Chair Delmore noted the ongoing and perpetual lack of a full Commission for meeting attendance <br />and involvement. <br /> <br />Discussion included whether the City Council provided directive on Commission attendance and <br />their review of attendance upon reapplying for a position; and the need for the HRC to monitor <br />attendance of members. <br /> <br />Chair Delmore advised that she would follow up with Commissioner Crump as to whether he <br />wanted to continue to serve on the HRC. <br /> <br />Commissioner Higbee moved and Commissioner Venters seconded, that HRC Policy include that <br />more than three absences of Commissioners in a given term year, initiate a review of their position. <br />Motion carried 4.0. <br /> <br />Essays <br />A brief review of the 2006-2007 Essay Contest Timeline was discussed and the process for <br />dividing the essays among Commissioners, followed by discussion by the entire body; and how to <br />review the essays. <br /> <br />. <br />
