<br />Roseville Human Rights Commission <br />Meeting Minutes - November 14, 2006 <br />Page 5 of 6 <br /> <br />. <br /> <br />initiated and completed; follow up Officer Fitzgerald; pictures taken by Mr. Duhl of the footprints <br />of the students; ongoing problems and issues allegedly experienced by Muoi since moving into the <br />home; inability of Muoi to focus on each incident to prepare a chronological history and document <br />of events from her various notes and material. <br /> <br />Commissioner Higbee noted that, unfortunately, the reality of the situation to provide information <br />to allow someone to perform an accurate investigation needed the development of parameters <br />(priority for concerns and a chronological order, or hierarchy of incidents) in order for the HRC to <br />get an investigation focused. <br /> <br />Mr. Duhl advised that he had sent an e-mail with attachments; and during discussions, it was <br />determined that the attachments were not received by Commissioners. Mr. Duhl advised <br />Commissioners that he would re-submit the documents. Chair Delmore suggested that Mr. Duhl e- <br />mail her the information and attachments, and she would forward them to each Commissioner. <br /> <br />Ms. Duhl became increasingly agitated and frustrated in her attempts to present documentation in <br />an orderly fashion to Commissioners, even though she had it available with her in a grocery sack; <br />and Mr. Duhl observed that the information was "somewhat scattered." <br /> <br />. <br /> <br />Ms. Duhl provided pictures of the neighbor displaying raw deer antlers and carcass parts in his <br />backyard, fully visible to the Duhl property. Ms. Duhl expressed that she was "terrified," of the <br />display and it seemed to occur annually during hunting season. Mr. Duhl, when questioned by <br />Commissioners as to the proximity of the carcass, noted that he had taken the pictures from his <br />backyard, as well as another taken while he was trespassing on the neighbor's property. Ms. Duhl <br />advised that last year, she had complained to the City's Code Enforcement Officers, Rick Talbot <br />and Don Munson, and they had confirmed that such storage of deer carcasses were not legal. <br /> <br />Mr. Duhl advised that he had recently complained to Interim City Manager Chris Miller regarding <br />a County detour sign that had been taken down and thrown into the Duhl' s yard; and expressed his <br />dissatisfaction with Mr. Miller's response, until the second response when Mr. Miller had provided <br />a contact number for the Ramsey County person to contact for resolution. <br /> <br />Further discussion ensued regarding the need for a rough timeline; whether it was appropriate that <br />the State Human Rights Department become involved; and whether this was a Human Rights issue <br />or a legal issue between neighbors, and should be referred to a free legal service. <br /> <br />Commissioner Bosch volunteered to meet with the Duhl's outside the HRC meeting, and expressed <br />her interest in reviewing City staff s response to determine if it was appropriate prior to moving <br />forward. Commissioner Bosch opined that interpersonal items between neighbors were beyond the <br />scope of the HRC, but the HRC was charged with determining how the City handled contacts, <br />whether the Police Department, City Council, or other City staff. <br /> <br />Commissioner Higbee opined that the HRC needed an explanation as to the City's involvement; <br />and further opined that many people had bad neighbors, and only if there were code or ordinance <br />violations, could the HRC or other City entities become involved. <br /> <br />. <br />
