<br />Roseville Human Rights Commission <br />Meeting Minutes - November 14, 2006 <br />Page 4 of6 <br /> <br />. <br /> <br />Youth Commissioner Status <br />Commissioner Higbee noted that the recent incident at the Roseville Area High School (RAHS) <br />had again brought the need for a Youth Commissioner to the front burner; and that he had made <br />initial contact with Ann Postlwaite at the RAHS, as suggested by Carolyn Curti, and would pursue <br />additional discussion to seek her input on a youth representative on the HRC for presentation to the <br />City Council for appointment. <br /> <br />Chair Delmore expressed frustration with the apparent lack of interest of the High School Diversity <br />Commission in building a bridge with the City HRC in confronting diversity issues in the schools <br />and community. <br /> <br />Commissioner Higbee suggested that the HRC attempt to obtain the e-mail sent to all RV AH <br />parents following the recent incident; and determine factually exactly what the problem entailed. <br /> <br />Commissioner Bosch opined that, even if the School's Diversity Commission didn't want to initiate <br />bridge-building, she would be willing to take the lead and obtain additional information on <br />available diversity programs in the metropolitan area; and as a new resident, she wanted to confront <br />head-on any division apparent in the schools. <br /> <br />. <br /> <br />Commissioner Higbee advised that he would actively pursue potential candidates for Youth <br />Commissioner to the HRC; and also would obtain a copy of the e-mail from RAHS for <br />Commissioners to review. <br /> <br />Commissioner Bosch volunteered to find additional information on diversity programs that may be <br />available and appropriate. <br /> <br />Commissioner Bosch also sought consensus from Commissioners to initiate preliminary <br />discussions with Ann Phibbs at the University of Minnesota related to GL TB issues for a possible <br />future forum. Commissioners agreed by consensus. <br /> <br />Residents, Jim and Muoi Duhl, 2415 Lexington Avenue, had been present prior to tonight's <br />HRC meeting for discussions with Chair Delmore and Commissioners regarding their <br />ongoing problems and concerns with neighbors and City personnel. <br />Ms. Dahl provided her perspective on school culture in Vietnam, noting that there was no racism <br />problem as each nationality and culture were segregated; and higher education was sought in other <br />countries. <br /> <br />Following completion of the regular HRC agenda items, continued dialogue ensued with Mr. <br />and Mrs. Duhl and their ongoing problems with neighbors and City personnel. <br />Discussion included, in detail, recent incident(s) of two student trespassers of two different <br />nationalities kicking snow back in the driveway and their alleged "harassment" of Muoi; responses <br />- both positive and negative - of responding City Police Officers, with both Sgt. Richardson and <br />Christianson being "very nice." <br /> <br />. <br /> <br />Further discussion included comments of Sgt. Mathwig regarding if and when Police Reports were <br />
