Roseville Human Rights Commission
Meeting Minutes - January 09, 2007

. the need for confidentiality for the students and their participation in the process, and concerns that
undue attention may discourage future participation. Commissioner Higbee noted that the teachers
were aware of the essay content and would be in a better position to know the students and if
concerns were warranted, and the appropriate process.

Chair Delmore volunteered to address Commissioner McGehee's concerns with Carolyn Curti :;md
their concerns regarding the one specific essay; as well as determining what happens to the essays
following the contest.

Commissioner Venters noted that there may be more students with similar issues, specifically
related to the hot-button immigration topic at this time.

Commissioners reiterated their concerns with the essay contest and process; teacher knowledge and
expectations of students; HRC feedback to students regarding their essay products submitted; how
to craft better questions to get better responses; and the broadness of the topic due to the number of
schools involved in the contest throughout the metropolitan area.

Commissioners reviewed the 1 st, 2nd and 3rd place contest winners, and honorable mentions.
Discussion on the presentations; recognition of the students and teachers; and gifts were discussed.

.

Chair Delmore was charged by Commissioners to discuss with staffthe availability ofHRC t-shirts
for each winner and teacher, in addition to their gift certificates.

Attendance
Commissioner Higbee requested an update from Chair Delmore on her conversations with
Commissioner Keeney regarding her lack of attendance at HRC meetings.

Chair Delmore advised that Ms. Keeney apparently traveled frequently and was willing to continue
on the HRC or resign at the discretion and for the best benefit of the HRC.

Discussion was held on current Commission vacancies and terms; with Commissioner Higbee
volunteering to continue serving (until June?) or until someone was available to replace him.

Commissioner Venters suggested that Commissioners discuss, following the February Essay
presentations and during or after the reception, how many applications to the HRC had been
received; apparent interest; and options available at that time.

Essay Contest and Presentation
Chair Delmore requested Commissioner attendance at February 12, 2007 City Council meeting for
the Essay Contest presentations and reception. Commissioners requested staff or Chair Delmore to
e-mail reminders to them of the date for their attendance at the City Council meeting.

.

Commissioners concurred that Chair Delmore advise the public prior to the Essay presentations, of
the process and to take the opportunity to enhance public awareness of the HRC; and in an effort to
provide encouragement to the students for their efforts and support for their presentations.
