<br />.1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />.23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />.45 <br />46 <br /> <br />Roseville Human Rights Commission <br />Meeting Minutes - March 13, 2007 <br />Page 2 of 4 <br /> <br />Commissioner McGehee expressed concern with the lack of exposure of the department and lack <br />of regular patrol areas by specific officers to develop relationships with neighborhoods. <br />Additional discussion included the HRC's desire to become more engaged with the School <br />District(s) and students and how to accomplish meaningful dialogue and possibility oftying a <br />forum to that year's essay contest topic and timing for determining the essay topic (summer <br />months). <br /> <br />Commissioner Crump suggested that the HRC attempt two events during the school year <br />possibly in the fall and in early spring. <br /> <br />Commissioner Higbee opined the need to ensure higher attendance through speakers and topics <br />that are well known. <br /> <br />Commissioner Venters suggested utilizing local legislators in the process to hear the perspective <br />of youth on issues. <br /> <br />Further discussion included budget impacts; potential use of existing theater groups (i.e., <br />bullying); and possibly using the Rose Parade and July 4th in the Park as opportunities to become <br />more visible in the community and with youth. <br /> <br />Discussion was held on Commissioner Higbee's continued service or replacement on the HRC at <br />the end of his term; the lack of involvement and attendance of Commissioner Keeney; <br />application of former Commissioner Thelma McKenzie; addition of a youth commissioner; <br />debate on the number of commissioners with City Manager Malinen verifying from City Code <br />the limit of seven commissioners with a youth commissioner serving as ex-officio; and possibly <br />meeting with the Roseville School Superintendent. <br /> <br />Commissioner Higbee expressed his willingness to continue serving until replaced. <br /> <br />Meeting with the Roseville Superintendent <br />Discussion included achievement gaps among African American boys; recent issues including <br />use of a taser; rape of a Special Education student; existence of gangs and identified areas ofthe <br />RAHS as "Hmong Mountain," and "Black Alley," and lack of dialogue between the school and <br />City. <br /> <br />City Manager Malinen suggested the HRC contact the RAHS Liaison Officer. <br /> <br />Chair Delmore volunteered, with the assistance of Carolyn Curti, to schedule a preliminary <br />meeting with the Roseville School Superintendent, and several HRC Commissioners, perhaps <br />with a breakfast meeting to better accommodate various schedules. <br /> <br />Working with Other Commissions <br />N/A <br />
