Discussion included whether to involve five students
chosen from those essay contest entries and coordinating with Carolyn Curti on logistics and a
vehicle.

Chair Delmore and Commissioner McGehee advised they didn't wish to participate in the
parade.

Generic Complaint Form
Discussion was held regarding a generic complaint form was held with City Manager Malinen.
Commissioner Venters suggested a format similar to the City of Minneapolis' 5-1-1 service for
residents. Consensus was that the important goal was to enhance communication and garner
respect.

City Manager Malinen and Commissioners discussed the HRC's role in the complaint process,
with City Manager Malinen's initial reaction was that the City Administrative Office and staff
should handle complaints and questioned whether the purpose of the HRC as a body was
intended to serve in the function of complaint takers or to provide education and recommend
programs to the City Council related to human rights.

City Manager Malinen expressed interest in a generic complaint/compliment form to solicit input
from people and receive feedback rather than for the purpose of addressing individual behavior
Issues.

City Manager Malinen and Chair Delmore agreed to meet for further discussion outside the HRC
meeting.

Commissioner Higbee suggested a form be developed for distribution at the July 4th park event.

Commissioner McGehee suggested a way for the public to go through the website for a form,
rather than needing to personally contact City Hall.

City Manager Malinen updated the HRC on the revisions currently underway on the City's
website to make it easier to navigate and provide more uniformity between departments; and
suggested the HRC provide input to staff (Tim Pratt) on a potential page that would educate
people about the HRC and how to contact them. Commissioner Crump volunteered to contact
staff to configure the HRC section of the website in a more user-friendly way to provide an
opportunity for feedback and to allow the HRC more timely content. City Manager Malinen
noted he would advise Mr. Pratt to contact Commissioner Crump.

City Manager Malinen also noted that he would be discussing with and advocating the use of
community surveys to determine sentiments of the community and how to better manage
resources. Mr. Malinin suggested this may be another avenue for feedback for the HRC with
questions related to cultural differences and inclusion.
