Roseville Public Works, Environment and
Transportation Commission

Agenda Item

Date: November 28, 2006

Item No: 6

Item Description: Twin Lakes AUAR Update

The City Council authorized the update of the Twin Lakes AUAR (Alternative Urban Areawide
Review) approximately two months ago. This document which was completed in 2001 is valid
for 5 years after adoption. It is a planning tool that studies the impacts on the local envirolIDlent
by development. It is generally used where multiple developments with cumulative impacts
could occur in an area over a period of time. It replaces a project by project environmental
impact study.

The update to the Twin Lakes AUAR was completed for the City by DSU, a part of Bonestroo
and Associates. This document was presented to the City Council on November 20, 2006. They
will consider whether to accept the document as drafted on November 27,2006, and start the
clock on a ten day comment period. The Connnission has not been requested by the Council to
review and comment on this document at this time. We have included a memo by SRF
Consultants that is a part of the document discussing the traffic analysis for the scenarios studied.
We thought the COl1IDlission might be interested in this as background information for future
reference related to development and related projects that may come forward in the future for
this area.

The full draft update is available on the City's website for your review. We chose not to include
the full document as a part of your packet due to the size and cost to copy, but ask that you take a
look at it online and prepare for any comments you may have to share with the Commission.

Recommended Action:

Discuss findings if desired.
