Roseville Public Works, Environment and
Transportation Commission

Agenda Item

Date: February 27, 2007

Item No: 7

Item Description: James Addition Alternative Access

At the January PWETC, it was determined that language would be developed by stafffor
Commission review to summarize the findings of the Commission on the alternative access
issue. Staff offers the following for review and comment to submit to the City Council at its
March 12, 2007, meeting.

"The PWETC has studied alternative access to the James Addition, as requested by the City
Council. The Commission has fmalized its study of this issue without a recommended
alternative access. The Commission offers the following summary of actions and findings to the
Council regarding the alternative access issue.

1. The Commission studied six alternate access options based on property impacts, cost,
safety, and feasibility.
2. The three most viable options were presented to the neighborhood at the
Commission's October 2006 meeting.
3. The Commission met with Mn/DOT staff regarding closure of median policy.

"Findings:

. Resident feedback indicates a preference for leaving access as it exists today
. Residents attending the public meeting overwhelmingly oppose any alternative access
that would remove homes from the neighborhood
. Mn/DOT staff is holding firm on the issue of full closure of the median at Oakcrest on
Snelling Avenue
. Additional traffic analysis would be required to determine if any signalization on
Fairview Avenue would be beneficial to neighborhood access"

DLllronrnn1lond.o,.J AAhnn_
......"....u..............JI..I.'---......... .L""-....~.VJI..I..

Review, comment and move to send findings to City Council
