<br />Roseville Public Works, Environment and <br />Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: February 27,2007 <br /> <br />Item No: 8 <br /> <br />Item Description: Northwestern College POD <br /> <br />Background: <br /> <br />Northwestern College is requesting review of a proposed updated Master Plan. Although the <br />submitted Plan is technically an amendment to the Master Planoed Unit Development that was <br />approved in 1991 and amended in 1996, it is essentially a new, more comprehensive Master Plan <br />for the College. Notable changes to the campus in the Master Plan proposal include: <br />. Increasing the building square footage from 656,306 square feet to 1,068,091 square <br />feet; <br />. Increasing the student population from approximately 1650 students to 2400 students; <br />. Increasing the number of parking stalls from approximately 1400 stalls to 2090 stalls. <br />. Reconfiguring the main internal road on the Campus; <br />. Installing stonnwater control measures around existing and proposed buildings; and, <br />. Constructing a "Campus Green" on the northern side of the Campus. <br /> <br />Representatives from Northwestern College attended the February 7 Planoing Connnission <br />meeting to introduce the proposed changes and receive feedback. Concerns that were raised <br />during public comment include the following: <br />. Erosion from the field house into Little Lake Johanoa. What is it today? What will it <br />be with the new building? <br />. The existing water quality of Little Lake Joharma. <br />. Wetland, steep slopes and the bluff provisions of the City's wetland! shoreline <br />ordinance. It does not appear that the buildings meet the 50 foot setback from Little <br />Lake Johanoa. <br />. The potential for an increase in off campus parking and impacts to City streets if the <br />student population increases. <br />. The suggestion of a parking ramp at KTIS to accommodate additional parking. <br />. The suggestion of transit use to address additional traffic. <br />. Concerns about delays at the Lydia! Snelling intersection; this signal was recently <br />upgraded. <br />. Concerns about Pedestrian crossing fi'om West to east, and consideration of <br />countdown timers. <br />. General concerns about walkability from the apartments on east to the campus-should <br />an overpass be constructed for pedestrians? <br />
