Our review documentation is <br />consistent with the structure of the Master Plan documentation (i.e., existing conditions, year <br />2026 background conditions, year 2026 cumulative conditions (build), etc.). In addition, we <br />have included a set of general analysis COlmnents at the font end of the memorandum. Based on <br />our review we offer the following comments for your consideration. <br /> <br />GENERAL ANALYSIS COMMENTS <br /> <br />. The analysis completed for the Northwestern College Master Plan used the Highway <br />Capacity Manual (HCM) methodology. This is a common method used to analyze <br />intersection capacity. <br />. The Synchro with SimTraffic software was used to deternline the intersection capacity <br />analysis results. However, the analysis results only reference the Synchro model outputs <br />which represent a macroscopic view of the roadway network. This is more appropriate for <br />an analysis with minimal delays and congestion, low to moderate volumes and isolated <br />intersections. <br />. The roadway network modeled more closely represents a situation with heavy delays and <br />congestion, high peak hour volumes along Snelling Avenue and closely spaced intersections <br />(queuing interaction is important). <br />. The use of a microscopic model, such as SimTraffic is recommended because of its ability to <br />more accurately model the queuing effects of adjacent intersections, as well as its ability to <br />capture tlle effects of vehicle platoons arriving from coordinated signal systems. <br /> <br />One Carlson Parkway North, Suite 150 <br />MHmeapolls.
