The traffic volumes displayed in the report figures are not consistent with the Synchro model <br />outputs in the report appendix. Although, the variation is not significant, the traffic volumes <br />reported in the Synchro model outputs are assumed to be correct. <br /> <br />. The intersection volumes do not consistently balance where driveways/access points do not <br />exist between two intersections; specifically along Snelling Avenue between County Road <br />C2 and Lydia Avenue. <br /> <br />EXISTING CONDITIONS <br /> <br />. In table I, page 5, the overall average delay is listed for the intersection of Lydia <br />Avenue/College Entrance but the overall level of service (LOS) is not included. Intersection <br />levels of service are associated with the average delay per vehicle and therefore should be <br />reported. For example, an unsignalized intersection (Lydia Avenue/College Entrance) with <br />an average delay of 39 seconds (during the p.m. peak hour) would correspond to an overall <br />LOS E. Therefore, mitigation should be provided to improve the overall level of service to <br />an acceptable LOS D or better. <br /> <br />. The northbound and southbound left-turn phases along Snelling A venue at Lydia Avenue <br />and County Road C2 were analyzed with protected-permitted phasing. These phases are <br />currently operating as protected only. The existing analysis should be modified to reflect this <br />change. <br /> <br />. Although only the Synchro modeling results were used, the volumes are large enough to <br />capture tile poor operations that are more clearly evident through micro-simulation. <br />However, due to the close spacing of the main site entrance and Snelling Avenue, the <br />queuing interaction should be discussed as an issue. <br /> <br />. Overall the existing operations analysis results are consistent with the recently completed <br />micro-simulation modeling of this area. <br /> <br />YEAR 2026 BACKGROUND CONDITIONS <br /> <br />Fairview Avenue/Lvdia Avenue <br /> <br />.
