<br />Roseville Public Works, Environment and <br />Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: February 27, 2007 <br /> <br />Item No: 9 <br /> <br />Item Description: United Properties Senior Housing Proposal <br /> <br />Background: <br />United Properties is proposing a senior housing development on approximately 6 acres of land at <br />3010 Cleveland Avenue, as shown on the attached project location map. Also attached are two <br />preliminary site plans for the project. Site Plan #1 is a proposed layout that lies entirely within <br />the proposed property. Site Plan #2 offers a reconfigured layout that involves the exchange of <br />property between United Properties and the City (Park land). The property is currently zoned R-l <br />and would need to be rezoned for the proposed development. <br /> <br />The Parks Master Plan has identified this area to serve as a future access to the parking lot at <br />Langton Lake Park; currently the access to the park/parking lot is through the industrial <br />warehouse parking lot. The layout of Site Plan #1 does not allow for a proposed access to the <br />park through this property. Site Plan #2, with a land exchange, does show a proposed access to <br />Langton Lake Park. <br /> <br />Some of the concerns raised by staff at meetings with the developer include: <br />· The proximity of the proposed 4-story housing unit to the soccer fields in Site Plan #1. <br />· The excess impervious pavement on Site Plan #2. Staff has recommended that the developer <br />review tile possibility of a shared access road and parking lot to minimize the amount of <br />impervious surface for storm water management purposes. <br />· Meeting the goals of the Parks Master Plan and ensuring public access to the park. <br />· The sensitivity of land exchange so near Langton Lake and the Twin Lakes redevelopment <br />area. <br /> <br />United Properties will be attending the following meetings to introduce and receive preliminary <br />feedback on their proposal: Parks Commission on March 6, Planning Commission on March 7, <br />and City Council Work Session on March 19. United Properties has met with residents from <br />neighboring properties on Brenner Avenue, and will be developing modified site plans based on <br />concerns and comments expressed by the residents for the upcoming meetings. We would <br />anticipate a broader discussion with the commission at your March meeting relative to a more <br />defined plan on this proposal <br /> <br />Recommended Action: <br />Preliminary discussion of impacts and concerns. <br />
