Based on a planning level critical lane calculation, this intersection is handling volumes that <br />exceed its design capacity, with approximately 1,010 vehicles per hour (prior to <br />recommending improvements). The typical capacity threshold for an unsignalized <br />intersection is approximately 700 vehicles per hour. <br /> <br />. The Master Plan recommends the following improvements: <br /> <br />o Outbound right-turns and inbound left-turns to/from the west will be directed to use the <br />Northwestern College west gate access during the p.m. peak hour, the existing westbound <br />left-turn lane at Lincoln Avenue will be converted to a left/through lane and an exclusive <br />westbound right-turn lane will be constructed. <br /> <br />o With these improvements, the intersection is still expected to operate at an unacceptable <br />overall LOS E. Additional mitigation should be provided to improve the intersection to <br />an acceptable level of service. This may involve restricting all outbound access at this <br />location during the p.m. peak hour, routing all vehicles internally to the Northwestern <br />College west gate access. <br /> <br />Snelling Avenue/Lydia Avenue and Snelling Avenue/County Road C2 <br /> <br />. The Master Plan recommends extending the eastbound left-turn lanes. While this does lessen <br />the queuing impacts along Lydia Avenue, it will not increase the intersection capacity and <br />does not improve the overall intersection operations. At a minimum, comments should be <br />made that only high cost major improvements would improve the operations to an acceptable <br />level of service. <br /> <br />. The dual eastbound left-turn lanes continue to have protected-pelmissive phasing during the <br />a.m. and p.m. peak hours.
