<br />Roseville Public Works, Environment and <br />Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: March 27, 2007 <br /> <br />Item No: 8 <br /> <br />Item Description: County Road C Streetscape <br /> <br />In 2001, the City commissioned a master planning study to review streetscape improvements <br />along County Road C from Long Lake Road to Rice Street. Following an extensive public <br />involvement process involving the City Council, Roseville residents, business owners, and <br />Ramsey County, the County Road C Streetscape Framework Manual was adopted by the <br />Roseville City Council in March of 2002. <br /> <br />The City applied for and received federal funding for the streetscape project in 2002. The <br />original grant was for $1,000,000 which has been adjusted for inflation to $1,130,000. These <br />federal funds can provide up to an 80/20 matching program. The City will need to fund 20% <br />($226,000) of the construction cost with internal funding. In addition to these matching <br />construction funds, the City will need to fund any design costs. At this time, we anticipate <br />developing these plans primarily with our existing City Staff. <br /> <br />Following Council direction, staff developed a level of design using the manual as a basis. The <br />City Council requested that we emphasize landscaping and eliminate the "non- functional" <br />streetscape elements. Using this as a guide we will be able to develop a landscaping plan that is <br />on par with what is proposed in the Framework manual, and meets the construction budget <br />defined by the Federal funds. This modified design was approved for the Phase I streetscape at <br />the Public Hearing on Angust 12,2002, and Phase II at the public hearing on March 27,2006. <br /> <br />Project Purpose <br /> <br />County Road C is an important east west corridor that serves Roseville, St. Anthony, and Little <br />Canada as one of the only uninterrupted east west cOlmections between Ramsey and Helmepin <br />Counties north of St. Paull Minneapolis. The west end serves as a Gateway into Ramsey County. <br />The portion of County Road C in Roseville is heavily traveled. With traffic counts of as much as <br />13,900 vehicles a day, it is utilized by many as an important transportation facility that links 1- <br />35W and Snelling Ave to major commercial and industrial centers. It also serves as a reliever for <br />TH 36 traffic. The County Road C Streetscape project will benefit all users ofthis transportation <br />corridor. <br /> <br />Ramsey County will complete the final stage of the County Road C reconstruction between Long <br />Lake Road and Oxford Street this spring.
