<br />intersections, a center median, colored concrete, and lighting. The City of Roseville's <br />Streetscape project covers the entire length of the County's road reconstruction project. <br /> <br />Project Need <br /> <br />The primary purpose of the project is to mitigate the impact that County road C has to adjoining <br />properties and to the traveling public. Prior to reconstmction this segment of County Road C <br />was wide open, geared to the automobile with the look and feel of a highway. The streetscape is <br />dominated by large electric transmission wires and lattice towers. The railroad right-of-way to <br />the south is overgrown with weeds and cottonwood seedlings sticking through a chain link fence. <br />The existing wetlands and drainage ditches are overgrown, choked with fallen trees, trash, and <br />sand. <br /> <br />Generally, the corridor was old, outdated, and in need of both functional and aesthetic upgrades. <br />The proposed County Road C Streetscape project will finish up what the County's reconstruction <br />project started, a corridor facelift that improves the travel experience for all modes of <br />transportation. It will help integrate County Road C with the immediate neighborhood and the <br />community at large. Some of the enhancements planned for this corridor: <br /> <br />. Establish a pedestrian connection under the I-35W bridge for the County Road C regional <br />pathway. This will connect the County Road C regional trail to the businesses located on <br />the west side of the Highway. <br />. Provide delineation between the street, boulevards and parking lots through the installation <br />of both ornamental and over-story trees along the north and south boulevards of County <br />Road C along the entire length of the project. This will bring the road down to a more <br />human scale <br />. Install trees and perennials within the medians along the entire length of the project. <br />. Develop "public spaces" through landscaping at intersections and in places where right- of- <br />way is available. <br />. Improve storm water facilities with plantings. Install trees and native plantings around ponds <br />and infiltration areas. <br />. Construct pedestrian connections and signage at the northwest corner of County Road C and <br />Lexington to enhance pedestrian access between the City Hall campus and Central Park. <br /> <br />Attached are location maps with proposed locations of some of these elements. Staff will present <br />to the conunission details regarding these enhancements at the meeting. <br /> <br />Recommended Action: <br /> <br />Provide feedback on the proposed design elements <br />
