Approval of Minutes <br /> <br />MOTION <br />Member Bakeman moved, seconded by Member Boerigter, approve meeting minutes of <br />March 7, 2007 as presented. <br /> <br />NOTE: The Planning Commission did not meet on April 4, 2007. <br /> <br />Chair Bakeman advised staff of several typographical corrections she would forward to them. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Abstentions: 1 (Doherty) <br />Motion carried. <br /> <br />6. Communications and Recognitions: <br />a. From the Public (Public Comment on items not on the agenda): <br />No one appeared to speak on any non-agenda items. <br /> <br />From the Commission: <br />Chair Bakeman invited the Citizens Advisory Group to the dais for their presentation <br />of their work related to single-family residential lot splits. <br /> <br />7. Public ReviewlDiscussion <br />a. STAFF PROJECT 0001: Report on single-family residential lot split study. <br />Economic Development Associate Jamie Radel distributed several Bench Handouts <br />respectively entitled, "Single Family Residential Lot Split Study Report (DRAFT)" and <br />"Summary of Draft Recommendations - Single-Family Residential Lot Split Study;" <br />attached hereto and made a part thereof. <br /> <br />The Citizens Advisory Group (CAG) consisted of Planning Commission Chair Mary <br />Bakeman; Planning Commissioners Dan Boerigter, Jim Doherty, Barbara Martinson, <br />and Joe Wozniak; Citizens-at-Large Gary Grefenburg, Jeanne Kelsey, Vivian <br />Ramalingam, and Darrel LeBarron. With the exception of Mr. LeBarron, due to a <br />scheduling conflict, all were present. Facilitator of the group was Aimee Gourlay, with <br />Hamline University's Mediation Center for Dispute Resolution. The group selected Mr. <br />Doherty as their presenter for the summary, with the assistance of Ms. Radel. <br /> <br />Mr. Doherty began by thanking members of the study group for their detailed review of <br />the issue; and thanked staff for their administrative support, including Community <br />Development Director John Stark, Economic Development Associate Jamie Radel <br />and GIS Technician Joel Koepp. <br /> <br />Mr. Doherty provided the presentation overview: <br />BackQround <br />Mr. Doherty noted that the Interim Ordinance (Moratorium) was enacted by the City <br />Council on January 8, 2007, prohibiting the subdivision of single-family residential <br />parcels for ninety (90) days to allow time for the study, with the ordinance effective <br />upon publication, January 30, 2007, and creation of the CAG February 26, 2007, <br />consisting of Planning Commissioners and four (4) at-large citizens. Mr. Doherty <br />further noted that the moratorium ended on April 30, 2007. <br /> <br />Study Scope <br />Mr. Doherty summarized the scope of the study, including appropriate dimensions <br />(width, depth and area) of single-family lots and whether there should be a uniform <br />
