<br />Planning Commission Meeting <br />Minutes - Wednesday, May 02, 2007 <br />Page 6 <br /> <br />Chair Bakeman recessed the meeting at 7:53 p.m. and reconvened at 8:04 p.m. <br /> <br />8. <br /> <br />a. <br /> <br />PLANNING FILE 07-017 <br />Request by Calvary Church and North Como Presbyterian Church, in conjunction with <br />the Minnesota State Fair, for an AMENDED INTERIM USE PERMIT to use the <br />churches' parking lots for "Park and Ride" facilities during the State Fair. <br /> <br />Chair Bakeman opened the Public Hearing for Planning File 07-017. <br /> <br />City Planner Thomas Paschke briefly summarized the request of the Minnesota State <br />Fair for an AMENDED INTERIM USE PERMIT to allow the operation of two (2) <br />additional "Park and Ride" lots in Roseville, increasing from eight (8) to ten (10) sites. <br /> <br />Staff recommended APPROVAL of the request by the Minnesota State Fair for an <br />AMENDED INTERIM USE PERMIT (originally approved on March 4, 2002 and <br />amended on June 2, 2003) in accordance with Roseville City Code, Section 1012.09, <br />to allow the operation of two (2) additional "Park and Ride" lots in Roseville at North <br />Como Presbyterian Church, 965 Larpenteur Avenue; and Calvary Church, 2120 <br />Lexington Avenue; for a total number of sites to ten (10); based on comments and <br />findings in Section 5, and the conditions outlined in Section 6 of the staff report dated <br />May 2,2007. <br /> <br />Mr. Paschke detailed the staff-preferred bus route on collector streets, rather than the <br />route suggested by State Fair personnel; coordination of the applicant with the <br />churches for their special use needs (i.e., funerals, etc.); hours or operation; site <br />signage; and noted that all of the Interim Use Permits would expire in 2011 unless the <br />applicant reapplied for the sites. <br /> <br />Mr. Stark advised that, upon review of the application at the weekly Department Head <br />meeting, all were in support of the benefits of being good partners with the State Fair, <br />opining that the long-term benefits to the City far outweighed the short-term impacts of <br />the park and ride lots in the City. <br /> <br />Applicant Representative, Steve Grans, Transportation Manager, MN State Fair, <br />1265 Snelling Avenue (651/288-4463) <br />Mr. Grans discussed bus route options and preferences, and the Fair's intent to <br />disrupt residential traffic as little as possible; hours of operation respective to each site <br />in comparison to existing sites; bus transportation on most sites initiated at 8:00 a.m.; <br />functionality of sites; and recycling provisions made by the State Fair at sites. <br /> <br />Public Questions <br />For the record, Mr. Paschke advised that, following public notice and prior to tonight's <br />meeting, staff had received four (4) phone calls regarding Case 07-017, with three (3) <br />in support and one (1) in opposition. <br /> <br />Chair Bakeman read into the record, written comment from Milo Peterson, 1039 <br />Burke Avenue, in support of granting the Interim Use Permit for a "Park and Ride" <br />facility at Calvary Baptist Church during the Minnesota State Fair. <br /> <br />Chair Bakeman also noted that Will & Ethel Jass, 1016 Burke Avenue, had been at <br />the meeting earlier this evening, and before leaving had expressed their support of fair <br />parking at Calvary. <br />
