Planning Commission Meeting Minutes - Wednesday, May 02, 2007 Page 7 Andrew Stark, 1009 Parker Avenue Mr. Stark expressed concerns regarding the bus route during peak rush hour traffic; and questioned whether any considerations had been provided for traffic control. Discussion among staff, Commissioners, Mr. Stark and Mr. Grans included alternate routes and safety considerations; monitoring by City personnel; traffic volume issues at other sites, and staff monitoring as required; and normal traffic volumes regardless of State Fair traffic. George Edwards, 1032 Parker Avenue Mr. Edwards strongly recommended that the route be left as is; expressing concerns with on-street parking on Parker, and current church practice for parking overflow on the grass and on the street by residential properties. Discussion included current lack of restrictions and enforceability for on-street parking unless signed; staff's lack of ability to monitor and/or resolve issues unless they're notified. Mr. Paschke noted that City Code stated that parking on the grass was prohibited, and should be restricted to paved surfaces or the public street. Carol Sultzdorf, 1056 Parker Avenue Ms. Sultzdorf expressed profound disappointment that the permit seemed to be a "done deal," with little consideration of or interest in residential concerns. Mr. Sultzdorf noted the close proximity of residential property to the Calvary parking lot and the disruption to their quality of life with bus traffic, headlights, fumes, people noise; and questioned why commercial areas were not considered rather than residential areas. Ms. Sultzdorf noted ongoing issues residents already experienced and lack of monitoring by the church on the site with excessive litter. Joe Gross, 1036 W Burke Mr. Gross shared the concerns expressed by Ms. Stulzdorf, with his property immediately east of the church property; and questioned if residential housing was as dense adjacent to other sites as to the Calvary site. Mr. Paschke advised that residential housing at the other sites was probably denser, with the majority of the sites within similar single-family neighborhoods. Mr. Paschke advised that numerous commercial properties were also being utilized for park and ride facilities, but were permitted uses versus the Interim Use Permit required in residential areas, in order to condition their operation and terms. Considerable discussion was held among staff, Commissioners and residents related to the bus route related to Calvary; choice of which entrance at Calvary and rationale for that choice; maneuverability of buses around the corners and at each entrance; current use by residential traffic of the church lot as a shortcut to bypass traffic on Lexington; and policing and maintenance of the lot by State Fair personnel on each site during the Fair. Commissioner Gottfried sought clarification and discussed rationale from Mr. Grans regarding the bus route related to safety, collector locations for loading and unloading riders; passenger control and pedestrian traffic considerations and options; use of the second entrance; maximizing available space; and payment by the Fair to their staff or volunteer groups of a stipend for maintaining and monitoring each site.
