<br />EXTRACT OF MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL <br />OF ROSEVILLE, MINNESOTA, HELD MARCH 28, 1966. <br /> <br />* * * * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereoC a regular meeting of <br />the Village Council of the Village of Ro seville, Minne sota, was duly <br />called and held at the Village Hall in said Village on March 28, 1966 <br />at 7:30 p.m. The following members were present: <br /> <br />Acting Mayor Shields, Trustees Grauel and Goodrich <br /> <br />~, <br /> <br />and the following members were absent: <br /> <br />Mayor Cedarholrn and <br />Trustee Curley <br /> <br />Member Gl'auel <br />and moved its adoption: <br /> <br />introduced the following resolution <br /> <br />RESOLUTION NO. 1493 <br /> <br />RESOLUTION ACCEPTING BID ON STORM SEWER PROJECT <br />NO. 65-37. <br /> <br />Wl-IEREAS, on March 28, 1966, by Resolution No. 1481, the <br />Village Council of the Village of Roseville advertised for bids and published <br />the same in the official newspaper on March 9 and March 16,1966, calling <br />for said bids to be opened at 11:30 a.m. on March 23, 1966 at the Roseville <br />Village Hall, on Storm Sewer Project No. 65-37; and <br /> <br />WHEREAS, a blizzard occurred in the Twin City Area on <br />March 23, 1966, which almost entirely shut down commercial activity and <br />prevented vehicular activity, which resulted in only three of fourteen bidders <br />being present on March 23, 1966 at 11:30 a.m., by reason of which the bids <br />could not be opened at that time; and <br /> <br />WHEREAS, because of the above facts an emergency presented <br />itself by reason of time being of the absolute essence in having the bids <br />opened at the first available opportunity preparatory to letting a contract <br />because said Storm Sewer Project No. 65-37 is intended to relieve a serious <br />drainage problem which constitutes a health hazzard, and said project <br />
