<br />requires complete and close coordination and cooperation with the Village <br />of Falcon Heights and Ramsey County, Minnesota, including the entering <br />into of a cooperative agreement between said three municipalities, and <br />any delay on the part of the Village of Roseville may have far-reaching <br />consequences by way of delay to the other municipalities, thus endangering <br />the entire proj ect; and <br /> <br />WHEREAS I by reason of the above emergency I the Village Manager <br />sent a telegram and telephoned each of said fourteen bidders on March 24, <br />1966, informing each that the bids would be opened at 11:30 o'clock a.m. <br />on Friday, March 25, 1966; and <br /> <br />WHEREAS thirteen of the fourteen bids were received by 11:30 <br />o'clock a.m. on March 25, 1966 and representatives of all thirteen bidders <br />were then present; and <br /> <br />WHEREAS, pursuant to the above, at 11:30 o'clock a.m. on <br />March 25, 1966, bids were received, opened and tabulated according to law <br />and the following bids were received complying with the advertisement: <br /> <br />Bidder Amount <br /> <br />Orfei and Sons, Inc. <br />Austin p.
