<br />EXTRACT OF MINUTES OF SPECIAL MEETING OF THE VILLAGE COUNCIL <br />OF ROSEVILLE, MINNESOTA, HELD ON JULY 25, 1966. <br /> <br />* * * * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a special meeting <br />of the Village Council of the Village of Roseville, Minnesota, was duly <br />called and held at the Village Hall in said Village on July 25, 1966 at <br />7: 30 p.m. The following members were present: <br /> <br />Mayor Cedarholm, and <br />Trustees Curley, Goodrich, Grauel and Shields; <br /> <br />and the following members were absent: <br /> <br />None. <br /> <br />Member Curley <br />Resolution and moved its adoption: <br /> <br />. introduced the following <br /> <br />RESOLUTION NO. 1578 <br /> <br />WHEREAS, certain sections of the Village of Roseville lie <br />within the drainage basin of a stream known as "Rice Creek" and <br /> <br />WHEREAS, the Village Council has been advised by competent <br />engineers that the only feasible way to service the above area with storm <br />sewers is to authorize Rice Creek as a drainage area; and <br /> <br />WHEREAS, the Village of New Brighton and the Village of <br />St. Anthony and many other communities also use Rice Creek in connection <br />with their storm drainage programs; and <br /> <br />WHEREAS, if there is no proper control over the area of ground <br />now drained by Rice Creek dangerous flooding conditions will be created; and <br /> <br />WI-:IEREAS, Chapter 112 of the 1965 Minnesota Statutes authorize <br />the establishment of water shed districts; and <br /> <br />WHEREAS, the Village Council of the Village of Roseville deems <br />it necessary and expedient that a water shed district be established to control <br />the entire area of Rice Creek, <br />
