In the event a dedication is made by the Roseville Lutheran <br />Church of property for the widening of Pe rnwood Street, it <br />would appear that an undue hardship would exist to the Roseville <br />Lutheran Church to use its property for the construction of a <br />church, unless a variance were granted. <br /> <br />2.
