2. The Council shall meet at the Village Council Chambers, 2701 North Lexington Avenue, on December 19, 1966, at 7:30 o'clock P.M., for the purpose of holding a public hearing on the proposed improvement under and pursuant to the provisions of Minnesota Statutes, Chapter 429, and the clerk is hereby author- ized and directed to cause notice of the time, place and purpose of that meeting to be published twice in the official newspaper, Ramsey County Suburban Life, which publications shall be a week apart, and the second publication shall be not less than three days before the date of the hearing. 3. The notice shall be in substantially the following form: NOTICE OF HEARING - IMPROVEMENT 66-31, 66-32 and 66-33 TO WHOM IT MAY CONCERN: NOTICE IS HEREBY GIVEN that the Village Council of Roseville, Minnesota, will meet in the Council Chambers of the Village Hall at 7:30 P.M. on Monday, December 19, 1966, to consider the making of an improvement on property legally described below, by install- ation of water main and appurtenances, sanitary sewer, and hot mix paving and concrete curb and gutter together with any necessary drainage appurtenances, pursuant to Minneso~ Statutes Sections 429.011 to 429.111 (Laws 1953, Chapter 398 as amended). The area proposed to be assessed for such improvement is the property abutting on improvement. The estimated cost of same is $14,383.0C:. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting. LEGAL DESCRIPTION: All that part of the SW 1/4 of Sec 1, T 29, R 23, described as follows: Commencing at the NW corner of the SE 1/4 of the SW 1/4 of said Sec 1; thence south on the west line of said 1/4 1/4 for 168 ft; thence East and parallel with the North line of said 1/4 1/4 for 430 feet; thence north and parallel with the west line of said 1/4 1/4 and the west line of the NE 1/4 of the SW 1/4 of said Sec 1 for 504.32 feet; thence West and parallel with the South line of NE 1/4 of the S'\' 1/4 of sa id Sec 1 for 430 feet; thence south on the West line of said 1/4 1/4 to the point of beginning and there terminating.
