Mr. <br />Stark further reviewed the status of staff review; the original project <br />submitted in January of 2007, and the significant difference in project <br />revisions brought to the Planning Commission, and brought forth for <br />consideration tonight, with the site plan received by staff on May 21, <br />2007 deemed by staff to be complete, with the 60-day review period <br />initiated at that time. <br />Councilmember Ihlan questioned whether any environmental reviews <br />had been completed for this project. <br />Mr. Stark responded that other than a traffic analysis, there had not <br />been an Environmental Assessment Worksheet (EAW) or Environ- <br />mental Impact Study (EIS) ordered, as it had been determined that the <br />project didn't meet those requirement thresholds. <br />City Engineer Debra Bloom referenced the provisions of the City's <br />Shoreland Ordinance (§ 1016) and staff's rationale and review of the <br />project related to wetland buffers. <br />Councilmember Ihlan noted that the PWET Commission discussion <br />indicated further wetland mitigation review was needed before resolu- <br />tion. <br />Ms. Bloom reviewed setbacks on the south side wetland; current and <br />projected stormwater runoff; and quality of the wetland in the north- <br />west corner, currently housing a car, tires, and excess debris) and its <br />significant degradation. Ms. Bloom indicated that it was staff's rec- <br />ommendation that the setback be preserved from other wetland areas, <br />and mitigate the adjacent site next to the degraded wetland, with fur- <br />ther refinement between now and the final development plan. <br />Councilmember Ihlan sought additional staff rationale for the park ac- <br />cess road at the developer's expense. <br />Mr. Stark reviewed the history and lack of a formal access agreement <br />or right-of--way in place to access the City park, despite the Langton <br />Lake Park Master Plan in place for it since 1986, with access only via <br />a "gentleman's agreement." <br />
